The death of Georgia governor-elect Eugene Talmadge in late 1946 launched a constitutional crisis that ranks as one of the most unusual political events in U.S. history: the state had three active governors at once, each claiming that he was the true elected official. This is the first full-length examination of that episode, which wasn't just a crazy quirk of Georgia politics (though it was that) but the decisive battle in a struggle between the state's progressive and rustic forces that had continued since the onset of the Great Depression. In 1946, rural forces aided by the county unit system, Jim Crow intimidation of black voters, and the Talmadge machine's "loyal 100,000" voters united to claim the governorship. In the aftermath, progressive political forces in Georgia would shrink into obscurity for the better part of a generation. In this volume is the story of how the political, governmental, and Jim Crow social institutions not only defeated Georgia's progressive forces but forestalled their effectiveness for a decade and a half.

Tensions between central authorities and subnational units over centralization and fiscal autonomy are on top of the political agenda in many developing federal countries. This book examines historical changes in the balance between the resources that presidents and governors control and the policy responsibilities they have to deliver. It focuses on Argentina and Brazil, the most decentralized federal countries in Latin America, with the most powerful sub-national governments in the region. Using formal modelling, statistical tools, and comparative historical analyses, it examines substantive shifts in the allocation of resources and the distribution of administrative functions and explains under which conditions these changes occur. This book examines the Democratic and Republican Governors Associations from their creation in the 1960s through the 2020 elections. The author argues that the creation of these partisan organizations marked an important moment in the nationalization of American party politics. Governors created these Associations along with party elites in Washington because they recognized that decisions being made in Washington increasingly affected decision-making in the states. Governors sought to contribute to the development of national partisan electoral strategies and policy programs through these organizations to benefit their own electoral fortunes and the standing of the national parties to which they belonged. Through organization building, governors of both parties contributed to the development of more nationally focused and programmatic parties despite being state-level elected officials.

During the Qing dynasty (1644–1911), the province emerged as an important element in the management of the expanding Chinese empire, with governors -- those in charge of these increasingly influential administrative units -- playing key roles. R. Kent Guy’s comprehensive study of this shift concentrates on the governorship system during the reigns of the Shunzhi, Kangxi, Yongzheng, and Qianlong emperors, who ruled China from 1644 to 1796. In the preceding Ming dynasty (1368–1644), the responsibilities of provincial officials were ill-defined and often shifting; Qing governors, in contrast, were influential members of a formal administrative hierarchy and enjoyed the support of the central government, including access to resources. These increasingly powerful officials extended the court’s influence into even the most distant territories of the Qing empire. Both masters of the routine processes of administration and troubleshooters for the central government, Qing governors were economic and political administrators who played crucial roles in the management of a larger and more complex empire than the Chinese had ever known. Administrative concerns varied from region to region: Henan was dominated by the great Yellow River, which flowed through the province; the Shandong governor dealt with the exchange of goods, ideas, and officials along the Grand Canal; in Zhili, relations between civilians and bannermen in the strategically significant coastal plain were key; and in northwestern Shanxi, governors dealt with border issues. Qing Governors and Their Provinces uses the records of governors’ appointments and the laws and practices that shaped them to reconstruct the development of the office of provincial governor and to examine the histories of governors’ appointments in each province. Interwoven throughout is colorful detail drawn from the governors’ biographies.
