I would like people reading this book to think what 'to live' means, and give consideration to what family bonds mean to their life. Although we were victims of the earthquake, our hearts have carried on without change from before the incident. How greatly they encouraged and cheered up the victims who were lost in their grief. Now I tell the story of the reconstruction, I can't do without telling their humanity and sense of mission. I drove a pen recalling the fabric of human relationships, including my experiences.

This consolidation of the information was generated by a team of professionals based in the Western Pacific Regional Office of the World Health Organization (WHO). We hope this publication will serve as a useful reference when documenting lessons learnt from the Japan disaster, and will become a tool for both Japan and the international community for future disaster response efforts. It is important to highlight that the main sources of information for this publication were the Situation Reports published by the WHO Regional Office at that time, which were based not only on official information but also on media reports in Japanese. A team of dedicated volunteers assisted with data retrieval and translation, capturing the nuance of the culture and the information being reported. The data collected were supplemented with first-hand information collected from the areas affected by the earthquake and tsunami during two field missions conducted by staff of the WHO Regional Office. While not all natural disasters can be avoided, their impact on a population can be mitigated through effective planning and preparedness. These are the lessons to be learned from Japan's own megadisaster: the Great East Japan Earthquake of 2011, the fi rst disaster ever recorded that included an earthquake, a tsunami, a nuclear power plant accident, a power supply failure, and a large-scale disruption of supply chains. It is a sad fact that poor communities are often hardest hit and take the longest to recover from disaster. Disaster risk management (DRM) should therefore be taken into account as a major development challenge, and countries must shift from a tradition of response to a culture of prevention and resilience. Learning from Megadisasters: Lessons from the Great East Japan Earthquake consolidates a set of 36 Knowledge Notes, research results of a joint study undertaken by the Government of Japan and the World Bank. These notes highlight key lessons learned in seven DRM thematic clusters—structural measures; nonstructural measures; emergency response; reconstruction planning; hazard and risk information and decision making; the economics of disaster risk, risk management, and risk fi nancing; and recovery and relocation.
