This is the first detailed study of the standard of living of ordinary Russians following World War II. It examines urban living conditions under the Stalinist regime with a focus on the key issues of sanitation, access to safe water supplies, personal hygiene and anti-epidemic controls, diet and nutrition, and infant mortality. Comparing five key industrial regions, it shows that living conditions still lagged some fifty years behind Western European norms. The book reveals that, despite this, the years preceding Stalin s death saw dramatic improvements in mortality rates thanks to the application of rigorous public health controls and Western medical innovations. While tracing these changes, the book also analyzes the impact that the absence of an adequate urban infrastructure had on people's daily lives and on the relationship between the Stalinist regime and the Russian people, and, finally, how the Soviet experience compared to that of earlier industrializing societies.

This book investigates the demobilization and post-war readjustment of Red Army veterans in Leningrad and its environs after the Great Patriotic War. Over 300,000 soldiers were stood down in this war-ravaged region between July 1945 and 1948. They found the transition to civilian life more challenging than many could ever have imagined. For civilian Leningraders, reintegrating the rapid influx of former soldiers represented an enormous political, economic, social and cultural challenge. In this book, Robert Dale reveals how these former soldiers became civilians in a society devastated and traumatized by total warfare. Dale discusses how, and how successfully, veterans became ordinary citizens. Based on extensive original research in local and national archives, oral history interviews and the examination of various newspaper collections, Demobilized Veterans in Late Stalinist Leningrad peels back the myths woven around demobilization, to reveal a darker history repressed by society and concealed from historiography. While propaganda celebrated this disarmament as a smooth process which reunited veterans with their families, reintegrated them into the workforce and facilitated upward social mobility, the reality was rarely straightforward. Many veterans were caught up in the scramble for work, housing, healthcare and state hand-outs. Others drifted to the social margins, criminality or became the victims of post-war political repression. Demobilized Veterans in Late Stalinist Leningrad tells the story of both the failure of local representatives to support returning Soviet soldiers, and the remarkable resilience and creativity of veterans in solving the problems created by their return to society. ""Slum" is among the most evocative and judgmental words of the modern world. It originated in the slang language of the world's then-largest city, London, early in the nineteenth century. Its use thereafter proliferated, and its original meanings unraveled as colonialism and urbanization transformed the world, and as prejudice against those disadvantaged by these transformations became entrenched. Cuckoo-like, "slum" overtook and transformed other local idioms: for example, bustee, favela, kampong, shack. "Slum" once justified heavy-handed redevelopment schemes that tore apart poor but viable neighborhoods. Now it underpins schemes of neighbourhood renewal that, seemingly benign in their intentions, nonetheless pay scant respect to the viewpoints of their inhabitants. This Oxford Handbook probes both present-day understandings of slums and their historical antecedents. It discusses the evolution of slum "improvement" policies globally from the early nineteenth century to the early twenty-first century. "In 1955 the Soviet Union re-legalized abortion on the basis of women's rights. However, this fact is not widely known. In the absence of a feminist movement, how did the idea of women's rights to abortion emerge in an authoritarian society, decades before it appeared in the West? The answer is found in the history of the Soviet politics of reproduction after World War II, a devastation in which 27 million Soviet soldiers and civilians perished. This enormous loss of predominantly adult males posed a threat to economic recovery. In order to replace the dead, the Soviet Union introduced the 1944 Family Law based on the proposal submitted by Nikita S. Khrushchev. This extreme pronatalist policy encouraged men to father out-of-wedlock children and celebrated "Mother Heroines." However, Replacing the Dead argues that in the absence of serious commitment to supporting Soviet women who worked full-time, the policy actually did extensive collateral damage to gender relations and the welfare of women and children. Replacing the Dead finds the origin of the movement to improve women's reproductive environment in postwar social critique arising from women and Soviet professionals. Neither Stalin, nor Khrushchev allowed any major reform, but the movement did not die out. With relegalization and lack of contraception, an abortion culture grew among Soviet women. The model of socialist reproduction continues to set socialist and postsocialist countries apart. This history is a cautionary tale for today's Russia, as well as other countries that attempt to promote births"--

"Doesn't an educated person—simple and working, sick and with a sick child—doesn't she have the right to enjoy at least the crumbs at the table of the revolutionary feast?" Disabled single mother Maria Zolotova-Sologub raised this question in a petition dated July 1929 demanding medical assistance and a monthly subsidy for herself and her daughter. While the welfare of able-bodied and industrially productive people in the first socialist country in the world was protected by a state-funded insurance system, the social rights of labor-incapacitated and unemployed individuals such as Zolotova-Sologub were difficult to define and legitimize. The Right to Be Helped illuminates the ways in which marginalized members of Soviet society understood their social rights and articulated their moral expectations regarding the socialist state between 1917 and 1950. Maria Galmarini-Kabala shows how definitions of state assistance and who was entitled to it provided a platform for policymakers and professionals to engage in heated debates about disability, gender, suffering, and productive and reproductive labor. She explores how authorities and experts reacted to requests for support, arguing that responses were sometimes characterized by an enlightened nature and other times by coercive discipline, but most frequently by a combination of the two. By focusing on the experiences of behaviorally problematic children, unemployed single mothers, and blind and deaf adults in several major urban centers, this important study shows that the dialogue over the right to be helped was central to defining the moral order of Soviet socialism.
