Despite some recent successes in Ghana, further improvements in health outcomes are in part hampered by the lack of skilled service providers, or human resources for health (HRH), particularly in rural areas, where critical health services are needed most. To address the lack of information and guide the development of policies and programs on HRH, Toward Interventions in Human Resources for Health in Ghana: Evidence for Health Workforce Planning and Results aims to paint a comprehensive picture of HRH, consolidating new and existing evidence on the stock, distribution, and performance of h ealth workers to focus on the what, as in What is the situation on HRH? and the how, as in How is this situation explained? The book highlights new evidence on some of the underlying determinants affecting the stock, distribution, and performance of health workers in Ghana, including health worker production and attrition, capacity to manage HRH, the capacity of health training institutions, and health worker compensation. Policy options on HRH are also discussed, as is the fi scal and political environment needed to develop and implement such interventions. The data and findings presented in this book are the result of extended and close collaboration between the Ghana Technical Working Group on HRH (led by the Ministry of Health) and the World Bank's Africa Region Technical Team on HRH. The information in this book will provide a better basis for Ghanaian decision makers and external partners to have a dialogue on HRH and related policies. There is a keen interest at present in exploring the potentials of social health insurance to increase access and affordability of health care in Africa. Ghana's National Health Insurance Bill was passed into law in 2003 but fully implemented from late 2005. This book aims to provide assessment of the NHIS client's utilization of the health services in Ghana. It revealed that utilization of services depends on several factors such as client socio-economic, quality of services provided by health providers and the health insurance scheme management. There is a strong relationship between formal education and enrollment. The NHIS offers a broad benefits package and has lead to increase OPD cases with drastic increased in the number of registrants, the beneficiaries, the renewal and claims submitted over the years. However, considerable challenges remain in relation to strengthening the purchasing role of the NHIS, and also settling debates about its structure and accountability. Health insurance has become the mainstay of the health care financing compare to the "cash and carry" system, and has proved to increase access and utilization of health care services in Ghana.

Mental, neurological, and substance use (MNS) disorders have a substantial impact on global health and well-being. Disorders such as depression, alcohol abuse, and schizophrenia constitute about 13 percent of the total burden of disease. Worldwide, MNS disorders are the leading cause of disability, and the 10th leading cause of death. Despite this high burden, there is a significant shortage of resources available to prevent, diagnose, and treat MNS disorders. Approximately four out of five people with serious MNS disorders living in low- and middle-income countries do not receive needed health services. This treatment gap is particularly high in Sub-Saharan Africa (SSA). Challenges to MNS care in SSA countries include a lack of trained mental health professionals, few mental health facilities, and low prioritization for MNS disorders in budget allocations. African countries, on average, have one psychiatrist for every 2 million people, whereas European countries have one psychiatrist per 12,000 people. Expanding on previous efforts to address the development and improvement of sustainable mental health systems in SSA, the Institute of Medicine convened this 2015 workshop series, bringing together key stakeholders to examine country-specific opportunities to improve the health care infrastructure in order to better prevent, diagnose, and treat MNS disorders. Providing Sustainable Mental and Neurological Health Care in Ghana and Kenya summarizes the presentations and discussions from these workshops.
