Society has limited hazard mitigation dollars to invest. Which actions will be most cost effective, considering the true range of impacts and costs incurred? In 1997, the H. John Heinz III Center for Science, Economics and the Environment began a two-year study with a panel of experts to help develop new strategies to identify and reduce the costs of weather-related hazards associated with rapidly increasing coastal development activities. The Hidden Costs of Coastal Hazards presents the panel's findings, offering the first in-depth study that considers the costs of coastal hazards to natural resources, social institutions, business, and the built environment. Using Hurricane Hugo, which struck South Carolina in 1989, as a case study, it provides for the first time information on the full range of economic costs caused by a major coastal hazard event. The book: describes and examines unreported, undocumented, and hidden costs such as losses due to business interruption, reduction in property values, interruption of social services, psychological trauma, damage to natural systems, and others examines the concepts of risk and vulnerability, and discusses conventional approaches to risk assessment and the emerging area of vulnerability assessment recommends a comprehensive framework for developing and implementing mitigation strategies documents the human impact of Hurricane Hugo and provides insight from those who lived through it.The Hidden Costs of Coastal Hazards takes a structured approach to the problem of coastal hazards, offering a new framework for community-based hazard mitigation along with specific recommendations for implementation. Decisionmakers -- both policymakers and planners -- who are interested in coastal hazard issues will find the book a unique source of new information and insight, as will private-sector decisionmakers including lenders, investors, developers, and insurers of coastal property.

As with most shorelines around the world, New Jersey beaches are slowly, but inexorably, being eroded, threatening coastal structures and development. In some years more sand is deposited than removed, but all of the state's monitoring devices show that sea level is gradually rising and pushing the New Jersey shoreline inland. The shore is a valuable resource, and its natural, cultural, and economic attractions draw a multitude of permanent and temporary residents each year, extending housing and commercial development onto areas that were once swampland. Not surprisingly, development at the water's edge has been accompanied by an increasing exposure to the natural hazards of the coastal zone--erosion, flooding, and wind damage. In this book, Norbert Psuty and Douglas Ofiara incorporate perspectives from the areas of coastal sciences, economics, public policy, and land-use planning in creating a systematic plan for coastal management and protection. It has been more than a decade since New Jersey developed the nation's first state shore protection plan, and this volume provides a timely evaluation of its achievements and future challenges. This self-contained book provides all of the relevant theories, models, and examples so the reader will not need to refer to any other literature to gain an understanding of the issues and policies surrounding shore protection. It is the authoritative handbook for practitioners and policy makers in many fields, including coastal science and management and engineering, as well as public policy and economics.

We in the United States have almost come to accept natural disasters as part of our nation's social fabric. News of property damage, economic and social disruption, and injuries follow earthquakes, fires, floods and hurricanes. Surprisingly, however, the total losses that follow these natural disasters are not consistently calculated. We have no formal system in either the public or private sector for compiling this information. The National Academies recommends what types of data should be assembled and tracked.
