T hefe people at firlt, through terrour of the Romans, kept themfelves together within their own Country where they were born, and fireightned in a narrow Territory, with great pains, provided neceffaries for life: but in progtefs' of time, as commonly'thofe which inhabit a cold Climat multiply without meafure) they were increafed to (uch a number that their little ill-built Cottages could no' longer contain them, nor fo (mall a Country afford them nouriihment. Great peoples and states have a double character - one national, and the other belonging to the destinies of the world. Their history, in a similar manner, presents a twofold aspect. So far as it forms an essential feature in the development of humanity generally, or records a pervailing influence exercised upon that development, it awakens a curiosity which extends far beyond the limits of nationality; it attracts the attention and becomes an object of study even to those who are not natives of the lands whose story is narrated. Perhaps the difference between the Greek authors who have treated on the history of ancient Rome in its flourishing period, and the Romans themselves, consists in the fact that the Greeks have regarded the subject as it affected the whole world, while the Romans have looked at it nationally. Caesar, associated with Pompeius and Crassus in the powerful Triumvirate of 60, had further increased his influence and popularity by his vigorous administration of the Consulship in 59. In this year the lex Vatinia conferred on him for five years from March 1, 59, the governorship of Gallia Cisalpina and Illyricum, to which the Senate subsequently added Gallia Narbonensis. This office was renewed in 55 by the lex Trebonia for another five years, from March 54 to March 49. During this period he subjugated Gaul by a series of brilliant campaigns, the details of which are familiar to all readers of the Gallic War. At the conclusion of this war keen observers began to recognize that the Roman world possessed a man of military capacity equal to that of Pompeius, and of personal qualities that outshone those of his rival.
