Richard M. Golden Possibly the most famous event in Louis XIV's long reign (1643-1715) was the Revocation of the Edict of Nantes, issued by the French king on 17 October 1685 and registered five days later by the parlement of _Paris, a sovereign judicial institution having jurisdiction over approximately one-half of the kingdom. The Edict of Fontainebleau (the Revocation's technical name, derived from the palace southeast of Paris where Louis had signed the act) declared illegal the public profession of Calvinist Protestantism and led perhaps as many as 200,000 Huguenots/ as French Protestants were known, to flee their homeland. They did so despite royal decrees against emigration and the harsh punishment (prison for women, the galleys for men) awaiting those caught escaping. The Revocation is a landmark in the checkered history of religious toleration (or intolerance); Huguenots, many Roman Catholics, and historians of all persuasions have heaped scorn on Louis XIV for withdrawing the Edict of Nantes, issued by his grandfather, Henry IV (1589-1610). King Henry had proclaimed the 1598 Edict to be both "perpetual" and "irrevocable. " Although one absolutist king could not bind his successors and although "irrevocable" in the context of French law simply meant irrevocable until superseded by another edict, historians have accused Louis XIV of 2 breaking faith with Henry IV and the Huguenots. Louis did only what Henry prob ably would have done had he possessed the requisite power.

Midway through his reign, in the critical decade of the 1680s, the lusty image of Louis XIV paled and was replaced by that of a straitlaced monarch committed to locking up blasphemers, debtors, gamblers, and prostitutes in wretched, foul-smelling prisons that dispensed ample doses of Catholic-Reformation virtue. The author demonstrates how this attack on sin expressed the punitive social policy of the French Catholic Reformation and how Louis's actions clarified the legal and moral distinctions between crime and sin. As a hot-blooded young prince, Louis XIV paid little attention to virtue or to sin and, despite his cherished title of God's Most Christian King, violations of God's Sixth and Ninth Commandments never troubled him. Indeed, for the first two decades of his reign, he paraded a stream of royal mistresses before all of Europe and fathered sixteen illegitimate children. Yet, midway through his reign, in the critical decade of the 1680s, the lusty image of Louis XIV paled and was replaced by that of a straitlaced monarch committed to locking up blasphemers, debtors, gamblers, and prostitutes in wretched, foul-smelling prisons that dispensed ample doses of Catholic-Reformation virtue. Using police and prison archives, administrative correspondence, memoirs, and letters, Riley describes the formation of Louis's narrow conscience and his efforts to safeguard his subjects' souls by attacking sin and infusing his kingdom with virtue, especially in Paris and at Versailles. Throughout his attack on sin, women--so-called Soldiers of Satan--were the special targets of the police. By the seventeenth century, fornication and adultery had become exclusively female crimes; men guilty of these sins were rarely punished as severely. Although unsuccessful, Louis's attack on sin clarified the legal and moral distinctions between crime and sin as well as the futility of enforcing a religiously inspired social policy on an irreverent, secular-minded France.

Why are forced displacement, ethnic cleansing and genocide an enduring feature of state systems? In this book, Heather Rae locates these practices of 'pathological homogenisation' in the processes of state building. Political elites have repeatedly used cultural resources to redefine bounded political communities as exclusive moral communities, from which outsiders must be expelled. Showing that these practices predate the age of nationalism, Rae examines cases from both pre-nationalist and nationalist eras: the expulsion of the Jews from fifteenth century Spain, the persecution of the Huguenots under Louis XIV, and in the twentieth century, the Armenian genocide, and ethnic cleansing in former Yugoslavia. She argues that those atrocities prompted the development of international norms of legitimate state behaviour that increasingly define sovereignty as conditional. Rae concludes by examining two 'threshold' cases - the Czech Republic and Macedonia - to identify the factors that may inhibit pathological homogenization as a method of state-building.
