The book presents theoretical and empirical research on the integrated assessment of cartels’ effects on national economies. The empirical analysis is based on three cases in Lithuania, a country chosen because it corresponds to the features of a small economy with a developing culture of competition. An integrated assessment of a cartel’s impact by measuring the net economic effect created by its operations on the market is extremely important at the scale of national economies. If a cartel’s true impact is not identified and evaluated, it is impossible to make important strategic decisions, for the whole economy instead of individual affected parties and to establish an optimum baseline for mitigating the harm done to the economy. Thus, an integrated cartel impact assessment can help to more proactively combat cartel agreements on the market and improve the economic welfare of the respective country.

The goal of Global Price Fixing is to describe and analyze the origins, operation, and impacts of global cartels in the markets for lysine, citric acid, and vitamins. The work is fundamentally a historical approach to understanding the interplay among personal motivations, economic forces, and the enforcement of the competition laws of the major industrial nations. The first chapter highlights the renewed importance of international price-fixing conspiracies after an absence of nearly 50 years. Two following chapters provide background on the economics theory and legal principles relevant to understanding cartels. Nine following chapters comprise the economic core of this book. Three chapters are devoted to each of the three cartels selected for intensive study: citric acid, lysine, and vitamins. The next four chapters then concentrate on the legal fallout from the discovery of the three cartels by the world's antitrust authorities. Chapter 17 provides a description of a few additional selected cartels with features not found in the lysine, citric acid, and vitamins cases. The penultimate chapter considers whether the antitrust resources of government agencies and private plaintiffs are sufficient to deter global price fixing in the foreseeable future. This final chapter attempts to identify major themes that appear throughout the book and to provide a summary of the ultimate impact of the global-cartel pandemic of the 1990s.

The use, but also the abuse of legal and illegal psychoactive substances, is an integral part of our societies. Correspondingly lucrative, but also damaging, is the business that is done with legal and illegal drugs. In this essay, I will address the effects of illicit drug trafficking on economic performance. Since a global view would go far beyond the scope of this work, I will limit myself to the American continent, especially on Mexico's drug trafficking with the USA. Furthermore, I will mainly focus on the cocaine trade, as this drug has the greatest economic, evidence-based effects for the individual countries studied. First of all I will briefly explain the reasons why drug crime, but also drug prohibition in general, is an economic problem. In the second part of this essay, I will introduce the US demand market and the associated supply markets (Mexico and other Central and South American countries). In this context I will use the analysis of two papers (one written by Robles et al. and one written by Holst et al.) to explain to what extent the activities of drug cartels have an effect on economic growth in Mexico. Finally, I will counter-examine the findings of these two studies and formulate my own conclusion from the results obtained.

Recently competition policy has become an important trade policy issue, since many policy makers now see competition policy as an important instrument to secure market access' to foreign markets. This paper analyzes this issue both from a theoretical point of view and from the review of the recent development of the Japanese competition policy. While voluntary trade cartels have a strongly negative international spillover, export cartels or international cartels do not constrain market access, ' and export restraints were often used to ameliorate trade frictions. Moreover, domestic cartels often have a positive international spillover on the export from foreign countries. Thus, the recent focus on competition policy from market access' concern is misleading. The Japanese government has substantially strengthened its competition policy in the 1990s, especially in terms of drastic reduction of cartels exempted from the application of Antimonopoly Law and in strengthening its enforcement against cartels. While these changes of competition policy would be highly beneficial to the Japanese economy, it is not clear whether such policy changes could have a substantial impact on market access.'
