Organizations have traditionally relied on paper to conduct business transactions. Although proven to be an effective and convenient medium for this purpose, paper may no longer be the most efficient. Computers, information systems, and communications systems are being used in the transportation industry to replace cumbersome, paper-based communications processes. In every US contingency, the lack of visibility over troop movements and cargo shipments has limited the military's ability to effectively conduct operational plans. Current Department of Defense (DoD) initiatives provide some level of in-transit visibility (ITV), but are we using effective tools to gain ITV of all DoD assets within the Defense Transportation System (DTS)? The purpose of this study is to address the ITV issues and concerns that exist with gaining visibility of commercially transported DoD personnel and equipment. This study highlights the operating procedures and systems used by the DoD to electronically interface with commercial information systems to provide complete ITV. This analysis concludes that the Defense Transportation Electronic Data Interchange (DTEDI) Program Implementation Plan provides an avenue for commercial shipment data collection and establishes a means by which this information is made available to Global Transportation Network (GTN) users. However, data errors and technology changeover, exacerbated by uncertain Congressional funding levels, provide barriers to DTEDI program efforts.

In a previous study for the Office of the Secretary of Defense, we found that the private sector was beginning to make extensive use of techniques for the electronic exchange of transportation information. We also concluded that those techniques - Electronic Data Interchange (EDI) - could be applied in Defense Transportation and proposed that DoD undertake a demonstration test to establish the feasibility of electronically exchanging Government Bill of Lading and freight invoice information between its transportation activities and private motor carriers. This report presents the results of that test. Test results show that the DoD can substantially reduce its transportation paperwork by using EDI techniques to pass transportation information. The benefits from doing to include reduced clerical effort, greater accuracy, and more timely information. For the DoD to obtain those benefits, some organizations will find it necessary to realign organizational and functional responsibilities and to change business methods and operating procedures. To ensure that the DoD embarks on an effective and productive EDI program, we recommend that the Assistant Secretary of Defense (Production and Logistics) prepare a long-range plan for implementing EDI, upgrade DoD's largest freight payment center to operate in an electronic environment, and prescribe use of the EDI standard developed by the transportation industry. This thesis examines the implementation of Electronic Data Interchange (EDI) at the Defense Fuel Supply Center (DFSC). The general history and concept of EDI is discussed along with a background on DFSC. The results of surveys of DFSC's employees and DFSC's contractors are analyzed to provide insight on the barriers and impediments of implementing EDI at DFSC. The major conclusion drawn is that DFSC can successfully implement EDI in its operations with its contractors. It was determined that the following key factors are crucial to the successful implementation of EDI in this environment: (1) selection of the proper personnel to run the program; (2) proper training of all DFSC personnel that will interface with EDI; (3) the need to advertise DFSC's EDI program to its potential trading partners: (4) ability to recognize the EDI standards that have been adopted by the petroleum industry and to comply with them; and (5) ability to recognize when and where EDI best fits in to the organization's business process, and to only implement EDI in these areas. These efforts would allow DFSC to successfully integrate EDI technology into their operations in the most efficient manner.
