In1993 the Home Office and local probation services adopted the National Probation Service Information System Strategy (NPSISS) to create a network of computers and supporting software across all probation services in England and Wales, and to introduce a standard case record and management system, CRAMS. By the end of March 2001 49 of the 54 probation services had installed a common infrastructure but only 16 of these services made substantial use of CRAMS. In addition the cost of the programme was 70% above the estimate in the original business case. Following an NAO report (HC 401 Session 2000-01), the Public Accounts Committee took evidence from the Home Office, the National Probation Service for England and Wales and Integris (the supplier). It concluded that the lack of take up was the result of poor user interfaces and a lack of buy-in by the users, which was caused by the lack of a strategy for communicating with the users. Project management was weak and the contract with the supplier was not flexible enough to deal with changing needs.

IN 1993 the National Probation Service Information Systems Strategy (NPSISS) waas established to achieve a common information technology infrastructure across all the probation services in England and Wales. The system includes a case recording and management system (CRAMS). Whilst the geographical coverage of the main system by the end of March 2001 was laudable, CRAMS was in use in only 20 per cent of the local probation areas. Difficulties in using CRAMS have led to the suspension of further development of that system. Expenditure on NPSISS has been 70 per cent above the original business plan forecast. The NAO highlights several factors contributing to these outcomes: a lack of continuity in the Home Office management team (seven directors in the first seven years); under-resourcing of the team; lack of clarity in responsibilities in day-to-day management; poor communication between the Home Office and the services. The Home Office has already recognised some of these issues, and the Information and Technology Group of the new National Probation Service is to have a complement of 50 staff, compared with the previous 12.5.
