In October 1979, a conference was organised in Canada on the Indochinese refugee movement, Canada's largest refugee programme. Papers were presented on four topics: 1) government policy 2) the international background 3) the Canadian community response 4) problems of adaptation in Canada. Government policy, i.e. the crucial decision permitting the inflow of refugees, was notable for the degree of support for refugees, any criticism that was made being of inadequate support. Regarding the international background, some papers discussed the role of UNHCR, while others concentrated on a political analysis of the action. The third section, on the Canadian community response, contained one positive paper describing the provincial support services available; the other three papers described negative reactions to refugees, with attempts to understand this "backlash". The final topic was the problems the refugees bring with them, and those they face in their adaptation to Canada. There were papers on employment and on education and health. The studies indicated that the experience of refugee groups is not fundamentally different from that of other immigrants.

"The Canadian Asian Studies Association (CASA) is pleased that this richly documented update of the state of our knowledge of Southeast Asian refugees in Canada is being launched. It is a timely sequel to the original (and highly successful) Southeast Asian Exodus: From Tradition to Resettlement (ed. Elliott Tepper, 1980), a pioneering study of the Indo-Chiense "problem" in Canada. The present volume represents the culmination and drawing together of some of the best research which has grown so abundantly over the past five years. Taken together, these two volumes provide a firm foundation for a truly longitudinal resettlement study, which can potentially be built upon as far into the future as research interests, energies and funds permit. Collectively, the topics (chapters) in this volume provide a fairly full coverage of the principal problems of Indo-Chinese adaptation in Canada, from the "bottom-line" and often hard facts of occupational and economic adjustment to the more subtle and sensitive questions of language learning, social and psychological needs. Doreen Indra's introduction supplies a comprehensive and impressive overview of the entire Southeast Asian refugee situation in Canada, and this is complemented by one of the moost complete bibliographies on the subject yet compiled in this country." -- Preface

For half a century (ever since the Japanese invasion of 1942), much of Southeast Asia has been racked by war. In the last 20 years alone, some three million people fled their homes in Vietnam, Laos and Cambodia. This book is their story. It is also the story of the international community's response. Spearheading this was the United Nations agency responsible, UNHCR. It pioneered innovations like the Orderly Departure Programme, anti-piracy and rescue-at-sea efforts, and later on, ambitious reintegration projects for returnees. Today the camps in Southeast Asia are closed. Half a million people have returned home. Over two million have started new lives in the United States, Canada, Australia and France. This compelling book is the history of this modern exodus. It also takes stock and poses important questions. How did the flight of refugees and international response evolve? How do we measure the achievements and the failures of that international effort? What has been the legacy in Asia itself? And what lessons can be drawn for use in other refugee situations around the world?
