The intention of this paper is to examine two broad themes which are relevant to military doctrine in general as a cohesive body of military thinking. The first will explore the problem of defining 'military doctrine' and its purpose. Having a common understanding of what is meant by 'military doctrine' is something of fundamental importance if doctrine is to have any utility to its users. The second will consider the inherent tensions in doctrine when trying to formulate it, disseminate it or apply it. How these inherent tensions or 'contradictions' are resolved shapes the efficacy of the military doctrine and reflects the character of its users.

This work analyses and describes tactics in the resolution of military conflict in order to provide a contextual framework for their analysis, application and assessment. The relationship and delineation between strategy and tactics, both being inherent to conflict, is poorly articulated. Consequently, tactics are inadequately defined, understood and applied. They are frequently confused with physical application of a technique rather than addressing the psychology and science inherent in decision attainment. This definitional inadequacy results in actions that are neither efficient, effective or ethical. Clarity is provided by consideration and comparison of a wide range of conflicts to demonstrate that tactics go beyond checklists of principles to be attained in the application of a particular technique or template. Tactics involve not only planning but more importantly, decision making, and subsequently, the attainment, management and sustaining of the decision sought in keeping with higher order intentions and constraints in conflict situations.

For both the United States and United Kingdom counterinsurgency was a serious component of security policy during the Cold War and, along with counterterrorism, has been the greatest security challenge after September 11, 2001. In The Soul of Armies Austin Long compares and contrasts counterinsurgency operations during the Cold War and in recent years by three organizations: the US Army, the US Marine Corps, and the British Army.Long argues that the formative experiences of these three organizations as they professionalized in the nineteenth century has produced distinctive organizational cultures that shape operations. Combining archival research on counterinsurgency campaigns in Vietnam and Kenya with the author's personal experience as a civilian advisor to the military in Iraq and Afghanistan, The Soul of Armies demonstrates that the US Army has persistently conducted counterinsurgency operations in a very different way from either the US Marine Corps or the British Army. These differences in conduct have serious consequences, affecting the likelihood of success, the potential for civilian casualties and collateral damage, and the ability to effectively support host nation governments. Long concludes counterinsurgency operations are at best only a partial explanation for success or failure.

Jack Snyder's analysis of the attitudes of military planners in the years prior to the Great War offers new insight into the tragic miscalculations of that era and into their possible parallels in present-day war planning. By 1914, the European military powers had adopted offensive military strategies even though there was considerable evidence to support the notion that much greater advantage lay with defensive strategies. The author argues that organizational biases inherent in military strategists' attitudes make war more likely by encouraging offensive postures even when the motive is self-defense. Drawing on new historical evidence of the specific circumstances surrounding French, German, and Russian strategic policy, Snyder demonstrates that it is not only rational analysis that determines strategic doctrine, but also the attitudes of military planners. Snyder argues that the use of rational calculation often falls victim to the pursuit of organizational interests such as autonomy, prestige, growth, and wealth. Furthermore, efforts to justify the preferred policy bring biases into strategists' decisions—biases reflecting the influences of parochial interests and preconceptions, and those resulting from attempts to simplify unduly their analytical tasks. The frightening lesson here is that doctrines can be destabilizing even when weapons are not, because doctrine may be more responsive to the organizational needs of the military than to the implications of the prevailing weapons technology. By examining the historical failure of offensive doctrine, Jack Snyder makes a valuable contribution to the literature on the causes of war.
