Strengthening agricultural producer organizations (POs) and cooperatives has been recognized as a key way forward to support farmers in the West Bank and Gaza Strip (WBGS) and, in turn, promote food security, income generation and private sector development. [Author] Agriculture in the WBGS is characterized by smallholdings; there are just over 110 000 of these, and 90 percent are classified as small or medium-sized. [Author] the annual report on states that have limited or absent governance capability and are vulnerable to conflict or collapse. [Author] Yet, few would deny the extreme fragility of the WBGS given the conflict situation, a deadlocked political process and failing state and institutional performance. [Author] Access restrictions to natural resources, movement restrictions affecting goods and people, a longstanding economic food-access crisis, high unemployment rates, the breakdown of livelihoods, the COVID-19 pandemic and insufficient institutional capacity to respond have all negatively impacted the lives of the population. Throughout the global community, the challenges of finite resources, budget deficits, and growing interdependence and complexity have forced governments and the private sector to do more with less. In the foreign assistance realm, this has translated into a donor mandate to promote self-sustaining development in the Third World, a key component of which is the institutional framework that conceives, plans, funds, implements, and manages activities. This book, based on the results of a multi-year applied research project, focuses on institutional sustainability and its role in agriculture and rural development. It concentrates on collaboration between international donor organizations and developing countries to design and implement projects aimed at introducing performance and capacity improvements. The collection of fifteen essays is divided into three subject areas. Part one examines the sustainability dimensions of agriculture and rural development, with chapters that focus on the range of meanings of sustainability and the relationship between it and continued benefit flows; a conceptual model that draws on systems theory, organizational contingency theory, and political economy; and the action-research methodology for applying the model in the field. Part two is made up of nine chapters, each of which uses the model to analyze a particular case where an international donor-funded intervention sought to develop a sustainable institution. The cases range geographically across the world. Finally, part three draws on the case experiences to highlight strategies for promoting institutional sustainability. Lessons are derived from a comparative analysis of several of the cases, and a chapter incorporating the points made in all of the cases is also provided. With its comparative framework and conclusion that institutional sustainability is a feasible objective for development agencies, this volume will be an important work for development practitioners and students of development administration, as well as a significant addition to public and academic library collections.

The economy of the Occupied Territories (OT) is currently in turmoil. Income levels have stagnated over the past decade; unemployment and underemployment are rising rapidly; public infrastructure and social services are grossly overstretched; and the fragile natural resource base is threatened with irreversible damage. This study aims to assess prospects for sustainable development in the OT, as well as outline a priority agenda of policy reforms, institutional development and investments needed to promote such growth. The report is in six volumes. Volume I provides a summary overview of the key findings and recommendations of the study. After commenting selectively on the current socioeconomic situation in the OT and its evolution over time, it discusses prospects for sustainable development in the future and outlines the priority agenda of policies and programs needed to promote such development. Volume II explores the strategic choices at the macro level that will be faced by the OT in the future and the implications for economic relations between the OT and the rest of the region. The study looks at the current situation and its evolution over the past 25 years. The study then examines several policy choices for the future affecting the structure of development in the OT. Finally, it outlines some illustrative scenarios for the future, focussing on the consequences of current developments in the region. Volume III reviews the performance of the private sector (including, in particular, the industry and tourism sectors) in the OT. The study assesses the environment in which the private sector operates and its future prospects and makes recommendations for accelerating private sector development in the future. Volume IV reviews the evolution and structure of the agricultural sector in the OT; analyzes its current characteristics; assesses OT competitiveness in the immediate and longer term; outlines the main policy options and their implications; and provides a preliminary assessment of sectoral financial and technical assistance (TA) needs. Volume V assesses the current situation in the infrastructure sectors (electricity, water supply and sanitation, transport, housing and solid waste services) in the OT; identifies the major issues confronting these sectors; and outlines priorities for TA and investment needs. As local authorities are major institutions in the delivery of public services in these sectors, the study also includes a review of their current situation and makes recommendations for improving the functioning of municipalities. Volume VI reviews the current status as regards human resource development; analyzes options for enhancing individual welfare and labor productivity in the OT; and outlines investment and TA priorities for strengthening existing programs and for laying the foundation for later reforms.
