In an emergency, statesmen concentrate power and suspend citizens' rights. These emergency powers are ubiquitous in the crisis government of liberal democracies, but their nature and justification is poorly understood. Based on a pluralist conception of political ethics and political power, this book shows how we can avoid the dangers and confusions inherent in the norm/exception approach that dominates both historical and contemporary debate. The book shows how liberal values need never - indeed must never - be suspended, even in times of urgency. Only then can accountability remain a live possibility. But at the same time, emergency powers can sometimes be justified with reference to extra-liberal norms that also operate in times of normalcy. By emphasizing the continuity between times of normalcy and emergency, the book illuminates the norms of crisis government, broadening our understanding of liberal democratic government and of political ethics in the process.

This volume examines the nature and role of democratic citizenship, the conditions necessary for its development, and its relationship to the key institutions of the state. Comparing and contrasting the patterns of political development and practice in established democracies with tthose states that have experience democratice breakdown, the author aims to contribute to our understanding of the political conditions that sustain liberal democracy. This book contains two parts, which have a broad theme in common. The aim in Part One is to contribute to the debate on democracy's preconditions. Drawing on a broad range of theories, the author specifies certain societal and institutional traits which can serve to further democracy. Democratic development in Africa, Latin America and India then is compared. The conclusion is that democracy is not the product of social and economic forces first of all. To a yet greater extent it is the consequence of prevailing institutional conditions, i.e. the nature of the state. The historical development of state structures is the object of analysis in Part Two. The focus is mainly on Europe. The prospects for democracy in modern times have been greatly affected, the author maintain, by varying paths of institutional development. Moreover, the differing modes of state have displayed a variable capacity for governance and economic development. The evolution of state structures thus has consequences across broad areas of political and social life.

Why have British and North American governments adopted illiberal social policies during this century? In the Name of Liberalism investigates examples of social policy in Britain and the United States that conflict with liberal democratic ideals. The book examines the use of eugenic arguments in the 1920s and 1930s, the use of work camps in the 1930s as a response to mass unemployment and the introduction of work-for-welfare programs since the 1980s. The book argues that existing accounts of American and British political development neglect how illiberal social policies are intertwined in the creation of modern liberal democratic institutions. Such policies are, paradoxically, justified in terms of the liberal democratic framework itself. In the light of the books research, the author suggests that there is a need to know more about the internal workings of democracies to justify the claim that liberal democracy represents the most attractive set of political institutions.
