Originally published in 1960, this was the first of three volumes on 'Party Politics'. The whole work was the conclusion of Sir Ivor Jenning's standard survey of English constitutional and political practice begun with Cabinet Government (3rd edition, 1959) and continued in Parliament (2nd edition, 1957). Party Politics as a whole dealt with topics which must be seen as a continuous development since 1688. Like the companion volumes it benefited from Sir Ivor's unique combination of talents: knowledge of the law; knowledge of the history which produced the law, and personal knowledge of the way affairs of state are conducted. Volume I deals with elections in law and practice. Volume II, The Growth of Parties, deals with their composition and operation. Volume II, The Stuff of Politics dealt with leading political ideas.

A rich territory of inexhaustible resources, a population composed of the great middle classes with an instinct for self-government, a spirit of democracy pervading all ranks, a jealousy for the freedom of thought and speech, an insistence on the worship of God in accordance with the individual conscience, render the United States the best possible field for such growth. In this work only those events are noted which bear upon the growth of political theory and party government. These events are marshaled so as to show a rational development, with little regard to chronological arrangement, but with special reference to logical sequence. Only such parts of the party platforms are noticed as will assist in the better understanding of this interesting field in American history. To add vitality to the subject, distinguished leaders are brought forward, such as Hamilton, Jefferson, Marshall, Webster, and Calhoun. Contending that a restored party system remains the best hope for revitalizing our democracy, Reichley uncovers the historic sources of this system, the pitfalls the parties encountered during earlier efforts at reform, and how they arrived at their current weakened state. Reichley recalls that the Founders took a dim view of parties and tried to prevent their emergence. But by the end of George Washington's first term as President, two parties, one led by Alexander Hamilton and the other by Thomas Jefferson, were competing for direction of national policy. The two-party system, complete with national conventions, party platforms, and armies of campaign workers, developed more fully during the era of Andrew Jackson. The Civil War Republicans, led by Abraham Lincoln, were the first to achieve true party government, and Franklin Roosevelt produced a second golden age of party government in the 1930s.
