The debate for a two state solution for the Israeli-Palestinian conflict has been ongoing for decades. However, given the current circumstances and realities on the ground, this approach has become more implausible with each passing day. Therefore, many have come to argue the real solution would be a single state that would afford equal rights for both Israeli and Palestinian citizens regardless of ethnicity, religion, or racial background. Considering the troubled history of the region, many would view a state where Israelis and Palestinians living together, sharing land, and engaged in a peaceful democratic process to be an unattainable fantasy. This paper does not purport that a single state is a guaranteed solution to the problem. Rather, it attempts to show that a one state solution is the most practical and pragmatic approach for a peaceful resolution. The one state solution is not necessarily what both parties are willing to accept, but considering the circumstances it is an alternative proposal which at the very least must be acknowledged, discussed, and examined. This proposal is not about what can be solved in the present, but rather what can be achieved in the future. Taking into account the current political climate, it would be irrational to believe creating a single state would automatically unite Jewish and Arab citizens and erase over half a century of troubled history. But what a secular, non-sectarian, democratic state can do is begin to lay a workable political framework for the next generation of Israelis and Palestinians. Hopefully, this study will add positively to the discourse in better explaining and understanding the task which lies ahead. For decades, the two-state solution has dominated efforts to resolve the Israeli-Palestinian conflict. Growing doubts about the viability of the two-state solution raise the question of which, if any, possible alternatives could succeed, if appropriately supported by the international community. RAND researchers conducted 33 focus groups in the region to gather qualitative and quantitative data on the viability of five alternatives: the status quo, the two-state solution, a confederation, annexation, and a one-state solution. The focus groups, conducted in July 2018 and May 2019, collected detailed opinions of more than 270 individuals, including West Bank Palestinians, Gazan Palestinians, Israeli Jews, and Israeli Arabs. These data provide a novel means of investigating whether there are any areas of overlap between Palestinians and Israelis that might form the basis for renewed dialogue. None of the alternatives was acceptable to a majority of both Israelis and Palestinians. The two-state solution was the most politically viable alternative, although all four populations voiced skepticism toward it. The status quo was preferred by Israeli Jews but strongly disliked by Palestinians. West Bank Palestinians' preferred alternative was the two-state solution, while Gazans ranked a one-state solution slightly above the two-state solution. The data highlight the deep distrust and profound animosity of each side for the other. It is hard to imagine a departure from present trends and where they might lead unless and until strong, courageous leadership among Israelis, Palestinians, and the international community articulates a desire for a better future for all.

For much of the past century, the conflict between Israelis and Palestinians has been a defining feature of the Middle East. Despite billions of dollars expended to support, oppose, or seek to resolve it, the conflict has endured for decades, with periodic violent eruptions, of which the Israel-Gaza confrontation in the summer of 2014 is only the most recent. This executive summary highlights findings from a study by a team of RAND researchers that estimates the net costs and benefits over the next ten years of five alternative trajectories a two-state solution, coordinated unilateral withdrawal, uncoordinated unilateral withdrawal, nonviolent resistance, and violent uprising compared with the costs and benefits of a continuing impasse that evolves in accordance with present trends. The analysis focuses on economic costs related to the conflict, including the economic costs of security. In addition, intangible costs are briefly examined, and the costs of each scenario to the international community have been calculated. The study's focus emerged from an extensive scoping exercise designed to identify how RAND's objective, fact-based approach might promote fruitful policy discussion. The overarching goal is to give all parties comprehensive, reliable information about available choices and their expected costs and consequences. Seven key findings were identified: A two-state solution provides by far the best economic outcomes for both Israelis and Palestinians. Israelis would gain over two times more than the Palestinians in absolute terms $123 billion versus $50 billion over ten years. But the Palestinians would gain more proportionately, with average per capita income increasing by approximately 36 percent over what it would have been in 2024, versus 5 percent for the average Israeli. A return to violence would have profoundly negative economic consequences for both Palestinians and Israelis; per capita gross domestic product would fall by 46 percent in the West Bank and Gaza and by 10 percent in Israel by 2024. In most scenarios, the value of economic opportunities gained or lost by both parties is much larger than expected changes in direct costs. Unilateral withdrawal by Israel from the West Bank would impose large economic costs on Israelis unless the international community shoulders a substantial portion of the costs of relocating settlers. Intangible factors, such as each party's security and sovereignty aspirations, are critical considerations in understanding and resolving the impasse. Taking advantage of the economic opportunities of a two-state solution would require substantial investments from the public and private sectors of the international community and from both parties.--

Since the Oslo Accords, the two-state solution has dominated, and frustrated, the official search for peace in Israel/Palestine. In parallel to it, an alternative struggle of resistance -- centered upon the single state idea as a more liberating pathway towards justice to the conflict -- has re-emerged against the hegemony of Zionism and the demise of a viable two-state solution in Israel/Palestine. This thesis inquires into the nature of this phenomenon as a movement of resistance and investigates its potential to become a counterhegemonic force against the processes of Zionism as embedded within the peace process since Oslo. To this end, it reconstructs the re-emergence of the single state solution both intellectually and organizationally. This reconstructive analysis is undertaken in two interlinked ways. On the one hand, this thesis analyzes and evaluates the single state alternative from within its own self-understandings, strategies and maps to power. In doing so, it centers the political practices of the situated resistances of the oppressed themselves. On the other hand, it mobilises a classical Gramscian theoretical approach--one that re-centers the processes of counterhegemony, and Gramsci's radical embrace of the transformative power of the human being--through the writings of Edward Said. This theoretical lens enables the analysis of the counterhegemonic potential of this alternative through an evaluation of the extent to which it meets the more stringent demands of becoming a Gramscian-Saidian counterhegemonic force of liberation. Hence, this thesis represents both an empirical contribution to knowledge, and a theoretically informed analysis of the nature of the single state alternative. The thesis finds that the single state alternative can be seen as a Gramscian-Saidian movement of critical pedagogy aimed at creating a reconstructive moment within the conflict. It argues that it has laid much of the groundwork required to become an expansive counterhegemonic force. However, this potential has yet to be seized through a unified, officially led vehicle openly endorsing a single state solution to the Israeli-Palestinian conflict--and has several obstacles left to overcome in its process of becoming an established political force.
