This book is a product of investigations conducted within the Global Utility Research Unit (Guru) of Agici Corporate Finance (Milan, Italy). More specifically, it is the result of a project developed by the Observatory on Alliances and Strategies in the Pan-European Utility Market set-up seven years ago with the contribution of Accenture. The project, entitled “Pan-European Gas Industry Scenario – Truth and Lies”, was presented at the 2008 Milan annual international conference (www. agici. it). I would therefore like to thank Luca Cesari, Claudio Arcudi and Massimo Pagella from Accenture for their continued support. The scope of this book is to shed some light on a market, that of natural gas, which is highly complex and at the same time of fundamental importance for Europe for at least the next 20 years. We do not intend to build a theory but only to develop a better understanding of the key factors. We fully recognise that the each of the issues we cover deserves further investigation and we are also well aware that we may have omitted a number of important considerations and topics. These shortcomings are - at least in part - justified by the desire to keep the book to a r- sonable size for editorial reasons.

This volume sheds light on the technical and institutional handicaps that the gas industry had to face since the early 19th century to consolidate its position in the energy market. It traces the history of gas energy use in a European context to understand the reasons for its crucial nature in the region. This paper analyzes the evolution of the natural gas distribution sector in Italy from the 2000 reform with the aim of evaluating the regulatory framework, its implementation and its effects on firms and consumers. Market fragmentation has diminished significantly over the years; however, the number of very small firms in the market is still high. In the competitive tender procedures held so far, the number of bidders and the concession fees awarded have been high; however, regulatory loopholes and concerns over the ability of municipalities to organize and carry out competitive procedures have emerged. Tariff regulation has led to a reduction of distribution prices, but firms are highly profitable, which might indicate that they still enjoy significant rents. The uncertainty and variability of the tariff system and the delays in the implementation of third-party access regulation has hindered the development of competition in the residential gas market. The new rules on the size of local markets and on bidding criteria should significantly improve the regulatory framework of tenders.

This study was to analyze the future role of natural gas in the energy mix of countries of South East Europe. The study further identifies regional, cross-border and country-specific gas infrastructure projects that are economically, financially and technically sound. The study also analyses, and makes proposals for, the institutional and policy issues relating to funding and implementing gas infrastructure projects. The study examines sources of gas supply from Russia, the Caspian region and other current and prospective producer countries through Turkey and other transit routes (including LNG) and assesses costs of supply and gasification prospects in nine gas markets in the South East Europe region: Albania Bosnia and Herzegovina Bulgaria Croatia Kosovo Macedonia Montenegro Romania Serbia These markets are all signatories of the Athens Memoranda of 2002 and 2003, which commit the participants to regional cooperation in electricity and gas.
