Trust and cooperation are at the heart of the two most important approaches to comparative politics - rational choice and political culture. Yet we know little about trust's relationship to political institutions. This book sets out a rationalist theory of how institutions - and in particular informal institutions - can affect trust without reducing it to fully determine expectations. It then shows how this theory can be applied to comparative political economy, and in particular to explaining inter-firm cooperation in industrial districts, geographical areas of intense small firm collaboration. The book compares trust and cooperation in two prominent districts in the literature, one in Emilia Romagna, Italy, and the other in Baden-Württemberg, Germany. It also sets out and applies a theory of how national informal institutions may change as a result of changes in global markets, and shows how similar mechanisms may explain persistent distrust too among Sicilian Mafiosi.

During the Nineties Italian politics underwent major changes. Following the uncovering and prosecuting of systemic corruption, the current political establishment was wiped out. Further, the system of representation at both the national and local levels underwent a significant transformation that improved voters' control over their elected representatives. We argue that both events were the consequence of citizens' demand for greater accountability of elected public officers. We model the relationship between voters and politicians as a repeated Trust game. In such game, cooperation can be attained either by means of external controls or by means of internal controls. The latter are less costly, but they may be unfeasible. Whereas the judicial investigation is an external mechanism to monitor representatives' actions, the electoral reform provides a form of control internal to the political system. Our formal model depicts the Italian transition between these different modes of control. We show under which conditions a cooperative equilibrium can be established in which voters can trust their representatives, who in turn have an incentive to reciprocate and act in the public interest. The results of our model have important implications for the process of electoral reform still under way in Italy.

TrustBus 2008 brought together academic researchers and industrial developers to discuss the state of the art in technology for establishing trust, privacy and security in digital business. We thank the attendees for coming to Turin to parti- pate and debate upon the latest advances in this area. The conference program included one keynote presentation and six technical paper sessions. The keynote speech was delivered by Andreas Pfitzmann from the Technical University of Dresden, Germany, on the topic of “Biometrics – How to Put to Use and How Not at All”. The reviewed paper sessions covered a broad range of topics, - cluding trust and reputation systems, security policies and identity management, p- vacy, intrusion detection and authentication, authorization and access control. Each of the submitted papers was assigned to five referees for review. The program committee ultimately accepted 18 papers for inclusion in the proceedings.

This report provides a summary of the anti-money laundering and combating the financing of terrorism (AML/CFT) measures in place in Italy as at the date of the onsite visit. It analyzes the level of compliance with the Financial Action Task Force recommendations and the level of effectiveness of Italy's AML/CFT system, and provides recommendations on how the system could be strengthened. Italy has a mature and sophisticated AML/CFT regime, with a correspondingly well-developed legal and institutional framework. Law enforcement agencies access, use, and develop good quality financial intelligence. Financial sector supervisors have been using a risk-based approach to varying degrees, but their supervisory tools could be improved.

Thanks to the collaboration with renowned economists and policymakers, the publication compares Italian and German macro-economic cultures and performances. When the Bretton Woods system crumbled and currencies lost their direct link to the dollar and their indirect link to gold, these two countries embarked upon strongly different monetary policies. This divergence was reflected in the evolution of the exchange rates: the value of one D-Mark increased from 170 Italian lira under Bretton Woods to 990 Italian lira at the start of European Monetary Union: an astounding devaluation of about 85 per cent for the lira! Firstly, the volume describes the German and the Italian economic and, specifically, monetary models, with major attention paid to institutions such as Deutsche Bundesbank and Banca d'Italia, analysing their development in a diachronic perspective. Secondly, these paradigms are contextualized within a broader European context, which is fundamental to reflect upon possible future scenarios.
