Humanitarians operate on the frontlines of today’s armed conflicts, where they regularly negotiate to provide assistance and to protect vulnerable civilians. This book explores this unique and under-researched field of humanitarian negotiation. It details the challenges faced by humanitarians negotiating with armed groups in Yemen, Myanmar, and elsewhere, arguing that humanitarians typically negotiate from a position of weakness. It also explores some of the tactics and strategies they use to overcome this power asymmetry to reach more favorable agreements. The author applies these findings to broader negotiation scholarship and investigates the implications of this research for the field and practice of humanitarianism. This book also demonstrates how non-state actors – both humanitarians and armed groups – have become increasingly potent diplomatic actors. It challenges traditional state-centric approaches to diplomacy and argues that non-state actors constitute an increasingly crucial vector through which international relations are replicated and reconstituted during contemporary armed conflict. Only by accepting these changes to the nature of diplomacy itself can the causes, symptoms, and solutions to armed conflict be better managed. This book will be of interest to scholars concerned with conflict resolution, negotiation, and mediation, as well as to humanitarian practitioners themselves.

This literature review of internally displaced persons, refugees and returnees shows in relation to Liberia, the ongoing conflicts where we lack sufficient understanding of migration patterns and the socio-economic conditions of the displaced, an understanding which is a prerequisite for designing appropriate preventive and mitigating action. This review also highlights the severe lack of protection of civilians in Liberia, children in particular, which leads to forced recruitments to local armed groups as well as exposure to sexual violence.While their most important support generally comes from the communities receiving them, which often have very few resources, international humanitarian organizations have not been able to agree on clear mandates with regard to who should have the overall responsibility for assisting them.

Situations involving conflict and forced migration have become increasingly commonplace in today's world. But given the nature of complex emergency settings, traditional research guidelines may be inappropriate. The research and policy community has recognized this problem and has begun to address issues surrounding the ethics of doing research in emergency settings and among conflict-affected and displaced populations. The Roundtable on the Demography of Forced Migration, under the aegis of the Committee on Population of the National Research Council, held a workshop to examine some of these issues. Peacebuilding, Power, and Politics in Africa is a critical reflection on peacebuilding efforts in Africa. This volume offers practical, detailed guidance and case studies on how to avoid exacerbating inequalities while researching gender-based violence and other related issues in Africa. Wartime violence and its aftermath present numerous practical, ethical, and political challenges that are especially acute for researchers working on gender-based and sexual violence. Drawing upon applied examples from across the African continent, this volume features unique contributions from researchers and practitioners with decades of experience developing research partnerships, designing and undertaking fieldwork, asking sensitive questions, negotiating access, collecting and evaluating information, and validating results. These are all endeavors that also raise pressing ethical questions, especially in relation to retraumatization, social stigma, and even payment of participants. Ethical and methodological questions cannot be separated from political and institutional considerations. Systems of privilege and marginalization cannot be wished away, so they need to be both interrogated and contested. This is where precedents and power relations established under colonialism and imperialism take center stage. Europeans have been extracting valuable resources from the African continent for centuries. Research into gender-based violence risks being yet another extractive industry. There are times when committed individuals can make valuable contributions to a more equitable future, but funding streams, knowledge hierarchies, and institutional positions continue to have powerful effects. Accordingly, the contributors to this volume also concentrate upon the layered effects of power and position, relationships between researchers, organizations, and communities, and the political economy of knowledge production; this brings into focus questions about how and why information gets generated, for which kinds of audiences, and for whose benefit.
