This book provides a unique study of the role of universities, as organisation systems, in the pursuit of the Europe 2020 strategy. While Europe 2020 focuses on creating the basis for the advancement and cohesion of the EU’s member states, it also has an important role in influencing the development strategies for potential candidate states. In this regard, the book examines two new member states – Slovenia and Croatia – and two potential EU candidate states – Serbia and Kosovo – in the Western Balkans. Based on these cases, the author argues that the operationalization of the Europe 2020 strategy depends to a great extent of the role and contribution of tertiary organisations such as educational institutions, i.e. public and private universities, and therefore requires the formulation of an economic development strategy at the national level that is capable of duly allocating the available financial resources. The study suggests that the paradigm shift represented by Europe 2020 has helped to forge a new academic identity, adding to the relevance of university organisations as fundamental agents for the promotion of economic development; in addition, it shows that an intensive learning process involving major structural changes is underway in the four countries discussed, as well as many other EU member states.

Part III talks about the higher education in Europe, its comparison with other educational systems, and proposals of action for its problems. Part IV covers vocational education; the new technologies and occupations it offers; and the businesses involved in training and education. Part V tackles management education; management development practices; and the European management model, while Part VI discusses lifelong learning and adult education; the restructuring of industry and work; open learning; and the obstacles to progress in adult education. This book analyses the transformation of European Education Policy from 1973 to 2020. In doing so, it offers a unique insight into the changes of European education from a predominantly national concern to a supranational policy framework, driven by an economic discourse concerning productivity and employability. The book shows that the idea of the “Europe of Knowledge” did not originate in the Lisbon Strategy of 2000, but rather was the result of a gradual development that started in the mid-1980s. This begun with the establishment of a specific problem definition of education as a solution for Europe’s lack of competitiveness, a definition that was incrementally constructed by the European Commission and the European business community. Highlighting significant and unexplored questions such as the role of European transnational business in education and the role of the “problem entrepreneur” in defining policy issues, this book will provide a comprehensive perspective on European Education Policy that will be of interest to all students of European Politics, Education Policy, and Public Policy.

Launched in March 2010 by the European Commission, the Europe 2020 strategy aims to achieve "smart, sustainable, and inclusive" growth. The engines for this growth are - Knowledge and innovation - Greener and more efficient use of resources - Higher employment combined with social and territorial cohesion This CEPS report takes an in-depth look at this major initiative and finds that the strategy itself needs to be revised in several important respects. First, the authors believe, R&D spending per se is not the best indicator of innovativeness; a new measure, intangible capital, would be more appropriate. Second, while increasing the share of the workforce with a university degree is important for competitiveness and employment, it is the quality of that education that matters more than the quantity. The study also finds that employment targets would be better reached by a skills upgrade among women who have the least education. Concerning climate change, the authors conclude that unless the EU increases the level of its ambition and adds a carbon import tariff, reduction targets for greenhouse gas emissions are likely to have a negligible impact on global climate change. Finally and more generally, the report argues that the 2020 strategy should acknowledge the importance of institutional efficiency at the national level.

This report examines the EU's contribution to the modernisation of European higher education, including the role of the separate Bologna Process. It calls on the Government to overcome the UK's lack of mobility culture, including by making language learning compulsory in primary and secondary schools. Coupled with financial, socioeconomic and cultural barriers, the Social Policies and Consumer Protection EU Sub-Committee warns that the UK's future participation in mobility programmes, such as the EU's Erasmus scheme, cannot be assured. The Committee also calls on the Government to ensure the continuation of the domestic Erasmus fee waiver scheme and support the proposed development of the EU Masters-level student loan guarantee facility. Both of these measures will help more students, and those who are disadvantaged in particular. Other recommendations made by the Committee include: encouraging the Government and universities to take full advantage of the opportunities provided through engagement with the EU and Bologna Process, including greater university-business collaboration and widening participation; allocating a bigger proportion of EU funds to research, innovation and education in order to assist the EU's long-term economic recovery; encouraging the Government to "remain vigilant" about retaining the UK's higher education sector's competitive position as a destination of choice for many students from other parts of Europe and beyond, particularly following the increase in tuition fees; and not making the Commission's proposal for the introduction of the new university ranking system, U-Multirank, a priority.

In meeting the objectives of the Europe2020 Strategy, European institutions assigned a central role to higher education. The European Commission (EC), in subsequent communications released in 2011, 2012 and 2013, stressed the importance of education - and higher education in particular - as a key enabler of smart, sustainable and inclusive growth. This study is firmly framed within this policy context, providing primary evidence on many of the themes that recent EC communications touch upon, as far as innovation in higher education is concerned. The report aims in particular to contribute to a better understanding of recent developments affecting higher education and provide evidence of how innovation can support higher education in times of change.--
