The author treats Taiwan as a case study of how an authoritarian regime may become more democratic. He addresses the complex issue of how the Kuomintang was able to sustain its authoritarian, repressive political system in the context of a highly successful market-oriented economy, and how Taiwan's social and economic changes at last forced the political elite to respond with reforms of the political system. Tien sees the forces of "Taiwanization," liberalization, and political democratization as central to the current transformation of Taiwan's political system.

China: A Nation in Transition provides a broad survey of Chinese history as well as topical analyses of the People's Republic. The contributors to this volume -- all specialists from the ranks of academia and the U.S. government -- analyze the country's contemporary political, economic, social, military, and foreign policy scenes against the backdrop of Chinese history. Charts and tables, a chronology of major events (1949-1992), key documents, and short biographies of key leaders enhance this reference.

Is the Nationalist party of China (Kuomintang, or KMT) the villain it is sometimes portrayed to be? Or is it the embodiment of the political and moral good that partisans have claimed it to be? The KMT has managed an incredible feat of economic modernization in Taiwan and has become a proponent of democracy, yet its reputation has been marred by brutal acts of repression and by ineptitude. Focusing on the role of KMT party elites in the democratization process. Steven Hood considers the KMT's evolution from a Leninist party-state to a fractious party in a competitive political system. Many contemporary studies suggest that democratization is the product of decisions, compromises, and accidents - the result of relatively short-term confrontations among elites in the opposition and softliners and hardliners within authoritarian regimes. Although these factors are important, the democratization of Taiwan has been a long-term process of elites wrestling within the confines of existing political institutions. Taiwan's case study reminds us that we need to revisit the prerequisites that must underline a true democracy - factors that are too often ignored or dismissed by scholars studying the democratization process.

As China moved from a planned to a market economy many people expected that China’s political system would similarly move from authoritarianism to democracy. It is now clear, however, that political liberalisation does not necessarily follow economic liberalisation. This book explores this apparent contradiction, presenting many new perspectives and new thinking on the subject. It considers the path of transition in China historically, makes comparisons with other countries and examines how political culture and the political outlook in China are developing at present. A key feature of the book is the fact that most of the contributors are China-born, Western-trained scholars, who bring deep knowledge and well informed views to the study.
