This is a qualitative study about cross cultural, as well as family conflicts that affect Filipino Nurse Migrants as they immigrate to the United States to work as nurses for different institutions. To report and document the conflict narrative of Filipino Migrant Nurses in the United States from the standpoint of the Nurses themselves. The ultimate goal of this project is to build a program of conflict prevention embedded in the recruitment of Nurses from the Philippines. 12 Migrant Families, 1 official of national organizations and 1 government official participated in the completion of this project between the dates of winter of 2004 to the summer of 2006. The narratives were heard and their personal, data audio recorded in the interviews. The interviews were then transcribed and the text analyzed. The focus of this analysis is the different conditions and experiences of the families and the specific, culture consonant ways in which a Filipino Migrant Nurse copes with a new environment. The study also concentrates on the different conditions and policies that prevail amidst shortage of nurses and the recruitment of nurses in the Philippines. Research suggests that the current recruitment process has led to worker overload amidst the nursing shortage and wage abuses as new recruits wait for their immigration documents. The study traces the historical and personal conditions that led Filipino Nurses to the choice of migration. This information is also triangulated between the different members of their partners and family members. The findings suggests that although various family conflicts are commonly experienced by migrant nurses as they move to the United States, there are very few institutions, private companies and hospitals addressing adjustment issues and related conflicts. In the midst of a nursing shortage, there are significantly more elements of migration than can be addressed by the current national security centered immigration approach. Institutional coordination and sensitivity to internal and external conditions from the different private and government agencies in both the Philippines and the United States is due. But before solutions are put forward, this study examines what adjustment issues Filipino nurses encounter as they have historically immigrated to the United States. Before any price can be put on their service, it would only be prudent to examine what price they pay in the process.

The global nursing shortage created opportunities for registered nurses from less developed countries to improve their working and living conditions through migration to more progressive and affluent nations. In the Philippines, this phenomenon left the country devoid of the much needed health care professionals. In this research study, I described the lived experiences of eleven indigenous Filipino nurses who migrated to the United States. Through the phenomenology approach, I was able to probe into the meaning of the migration as the participants lived through it, approaching it from a humanist perspective and using Abraham Maslow's theory on the hierarchy of needs as the framework. The study was intended to illustrate how the economic, social, and political characteristics of both countries impacted the Filipino nurses' behavior and thought processes while in pursuit of personal goals. Ultimately, this study could be used as a guide in the development of employment and health care policies that are more responsive to the current state of the nursing profession.

The economic boom during the Celtic Tiger era triggered an unprecedented wave of in-migration to Ireland transforming Ireland from an emigrant-sending to an immigrant-receiving state. Filipinos, especially nurses, were among the immigrant groups that responded to the economic opportunities in Ireland. The migration of Filipinos to Ireland, however, is a recent phenomenon. This presented an opportunity to study the factors shaping the beginnings of a migration system, the evolution of migration institutions, ethnic business, and associations in Ireland, and to examine the transnational lives of families of female professional nurses. I examine the reunification process of families, their transnational practices of communication, remittances, and visits, and role reconfigurations in their households division of labor. Using participant and non-participant observation, in-depth individual and couple interviews, and focus groups with nurses and their husbands, in-depth interviews with recruiters, owners of pioneer ethnic Filipino businesses, Filipino association leaders, and other key informants; and reviews of laws, policies, and articles, the study found that among the factors shaping this nascent migration system were: a) the exit policies of the Philippine state, b) the policies of the Irish state regarding (lack of) work entitlements for spouses of migrant workers, EU Accession state national preference, ethical nurse recruitment, English language requirements, citizenship, residency rights of parents of Irish-born children, and family reunification, and c) the role of the migration industry and networks, specifically the migrant bridgeheads and gatekeepers, reputable international recruitment agencies, and an "escort service," a human smuggling operation at the Philippines' gateway airport. The study showed how connections were formed between Irish-based recruiters and Philippine-based recruiters or liaisons, that pioneer ethnic Filipino business owners were often married to Irish nationals or had Irish backers, and that ethnic Filipino associations formed as a result of a spark triggered by a person, event, or organizational split. The study also analyzed the process of and the factors influencing family reunification, the various factors influencing the transnational practices of communication, cash and kind remittances, and visits of migrants, and the role reconfigurations in the household division of labor that occur as a result of migration of the nurse-wife.

In this dissertation, I analyze how formal organizations and institutions construct an international market for labor and a corresponding industry for migration-related services. Focusing on the migration industry, I scrutinize the sector that is comprised of private recruitment and placement agencies and its intervening role in the market for foreign-educated nurses. Much of the literature on international migration focuses on the role of informal social networks in furthering international labor flows. My study, however, brings in insight from economic sociology and organizational studies to show that the movement of international labor can also be understood as a market, comprised of several organizational fields that profoundly shape the recruitment and migration of workers. I thus show that intermediary organizations provide alternative solutions to resolving market challenges (e.g. property rights, governance structures, and rules of exchange) where other social structures, such as informal social networks, may not or cannot. The dynamic relationship between formal organizations, institutions, social networks, and migration is important to model as today's migration processes are becoming increasingly complex and bound together with business interests. These conclusions are based on two years of fieldwork in the Philippines and United States, during which I conducted 98 in-depth interviews with nurses and leading representatives of several organizations and institutions. These organizations included nursing schools, sending and receiving governments, commercial recruitment and placement agencies, and employing hospitals. This research design allowed me to not only trace the social processes of the migration from origin to destination, but also to examine the migration system at different levels of analysis: from the individual decision making of nurses, to the meso-level organization of formal intermediaries and brokers in the system, and finally to the macro-level involvement of state institutions.
