In 2013, following the passage of Amendment 64 which allows for the retail sale and possession of marijuana, the Colorado General Assembly enacted Senate Bill 13-283, which mandated this study of the impacts of Amendment 64, particularly as these relate to law enforcement activities. The information presented here should be considered pre-commercialization, baseline data because much of the information is available only through 2014. Recognizing the challenges involved in interpreting this data, the findings are summarized with regard to impacts on: (1) public safety: law enforcement, traffic accidents, out-of-state diversion, crime, marijuana transfer using parcel services, outdoor marijuana cultivation, money laundering, organized crime, schools, and children and minors; and (2) public health: emergency room visits and poison control; and health effects of marijuana.
