El Salvador is a small developing country that has undergone important processes of agrarian change and suffered the consequences of a 12-year civil war which ended with a peace agreement in the 1990s. Economic reforms have given insufficient weight to history, institutions and politics. El Salvador's civil war began in 1980 and ended twelve bloody years later. It saw extreme violence on both sides, including the terrorizing and targeting of civilians by death squads, recruitment of child soldiers, and the death and disappearance of more than 75,000 people. Examining El Salvador's vibrant life-story literature written in the aftermath of this terrible conflict--including memoirs and testimonials--Erik Ching seeks to understand how the war has come to be remembered and rebattled by Salvadorans and what that means for their society today. Ching identifies four memory communities that dominate national postwar views: civilian elites, military officers, guerrilla commanders, and working class and poor testimonialists. Pushing distinct and divergent stories, these groups are today engaged in what Ching terms a "narrative battle" for control over the memory of the war. Their ongoing publications in the marketplace of ideas tend to direct Salvadorans' attempts to negotiate the war's meaning and legacy, and Ching suggests that a more open, coordinated reconciliation process is needed in this postconflict society. In the meantime, El Salvador, fractured by conflicting interpretations of its national trauma, is hindered in dealing with the immediate problems posed by the nexus of neoliberalism, gang violence, and outmigration.

In the 1960s and 1970s, El Salvador's reigning military regime instituted a series of reforms that sought to modernize the country and undermine ideological radicalism, the most ambitious of which was an education initiative. It was multifaceted, but its most controversial component was the use of televisions in classrooms. Launched in 1968 and lasting until the eve of civil war in the late 1970s, the reform resulted in students receiving instruction through programs broadcast from the capital city of San Salvador. The Salvadoran teachers' union opposed the content and the method of the reform and launched two massive strikes. The military regime answered with repressive violence, further alienating educators and pushing many of them into guerrilla fronts. In this thoughtful collaborative study, the authors examine the processes by which education reform became entwined in debates over theories of modernization and the politics of anticommunism. Further analysis examines how the movement pushed the country into the type of brutal infighting that was taking place throughout the third world as the U.S. and U.S.S.R. struggled to impose their political philosophies on developing countries.

El Salvador is widely considered one of the most successful United Nations peacebuilding efforts, but record homicide rates, political polarization, socioeconomic exclusion, and corruption have diminished the quality of peace for many of its citizens. In Captured Peace: Elites and Peacebuilding in El Salvador, Christine J. Wade adapts the concept of elite capture to expand on the idea of “captured peace,” explaining how local elites commandeered political, social, and economic affairs before war’s end and then used the peace accords to deepen their control in these spheres. While much scholarship has focused on the role of gangs in Salvadoran unrest, Wade draws on an exhaustive range of sources to demonstrate how day-to-day violence is inextricable from the economic and political dimensions. The accord between the government and the Farabundo Martí National Liberation Front (FMLN) has been lauded as a model post-Cold War peace agreement. Those who once feared the police and the state became frustrated by their lack of action. Peace was not what Salvadorans had hoped it would be. El Salvador in the Aftermath of Peace: Crime, Uncertainty, and the Transition to Democracy challenges the pronouncements of policy analysts and politicians by examining Salvadoran daily life as told by ordinary people who have limited influence or affluence. Anthropologist Ellen Moodie spent much of the decade after the war gathering crime stories from various neighborhoods in the capital city of San Salvador. True accounts of theft, assaults, and murders were shared across kitchen tables, on street corners, and in the news media. This postconflict storytelling reframed violent acts, rendering them as driven by common criminality rather than political ideology. Moodie shows how public dangers narrated in terms of private experience shaped a new interpretation of individual risk. These narratives of postwar violence—occurring at the intersection of self and other, citizen and state, the powerful and the powerless—offered ways of coping with uncertainty during a stunted transition to democracy.

Drawing on deconstruction, postcolonial theory, cultural studies, and subaltern studies, The Other Side of the Popular is as much a reflection on the limitations and possibilities for thinking about the politics of Latin American culture as it is a study of the culture itself. Gareth Williams pays particular attention to the close relationship between complex cultural shifts and the development of the neoliberal nation-state. The modern Latin American nation, he argues, was built upon the idea of "the people," a citizenry with common interests transcending demographic and cultural differences. As nations have weakened in relation to the global economy, this moment—of the popular as the basis of nation-building—has passed, causing seismic shifts in the relationships between governments and cultural formations. Williams asserts that these changed relationships necessitate the rethinking of fundamental concepts such as "the popular" and "the nation." He maintains that the perspective of subalternity is vital to this theoretical project because it demands the reimagining of the connections between critical reason and its objects of analysis. Williams develops his argument through studies of events highlighting Latin America’s uneasy, and often violent, transition to late capitalism over the past thirty years. He looks at the Chiapas rebellion in Mexico, genocide in El Salvador, the Sendero in Peru, Chile’s and Argentina’s transitions to democratic governments, and Latin Americans’ migration northward. Williams also reads film, photography, and literary works, including Ricardo Piglia’s The Absent City and the statements of a young Salvadoran woman, the daughter of ex-guerrilleros, living in South Central Los Angeles.
