The monograph evaluates the viability of quick decisive victory as a principle of U.S. military strategy. Modern concepts of quick decisive victory form the cornerstone of present U.S. military strategy. These concepts originated from the Weinberger Doctrine, but the principle of decisive force in the 1992 National Military Strategy Document, now establishes the framework for quick decisive victory. Today the U.S. military is using quick decisive victory to provide a clear focus while moving from a grand strategy based on a Cold War global context to a grand strategy based on a Post-Cold War regional context. Although the idea of quick decisive victory has strong support within the military services some political-military analysts claim ;it too narrowly defines-the limits of U.S. military power in a monopolar strategic environment. Therefore, this monograph examines the suitability of quick decisive victory as a defining element of U.S. military strategy. To accomplish this examination, the monograph first conducts a historical analysis of two decisive victories: the Ulm-Austerlitz campaign of 1805; and the 1940 campaign for France. This analysis identifies the strategic and operational conditions supporting quick decisive victory. Secondly, the monograph assesses the present strategic environment and compares present conditions with the historical analysis. Finally, the monograph evaluates the comparative assessment to determine possible benefits and risks for codifying quick decisive victory in U.S. military strategy.

The Limits of Air Power analyzes the American bombing campaigns in Vietnam and shows why the use of air power, so effective in previous wars, proved unsuccessful in a limited war. Major Mark Clodfelter, a military historian, assesses the American use of air power from World War II through the Vietnam War, and shows how its effectiveness declined in Vietnam when air commanders and political leaders were faced with a very different kind of conflict than they had previously experienced. During World War II there was a very clear military objective – destruction of the Axis powers, in which the critical role of air power culminated in the detonation of two atomic bombs over Japan. During the Korean War, the threat of aerial attacks against North Korean dams hastened that war’s conclusion. But in Vietnam – where the enemy fought a guerrilla war and was not dependent on supply lines, and where no industrial economy existed – the threat of air power had less effect. At the beginning of the eleventh century, Catalonia was a patchwork of counties, viscounties, and lordships that bordered Islamic al-Andalus to the south. Over the next two centuries, the region underwent a dramatic transformation. The counts of Barcelona secured title to the neighboring kingdom of Aragon through marriage and this newly constituted Crown of Aragon, after numerous failed attempts, finally conquered the Islamic states positioned along its southern frontier in the mid-twelfth century. Successful conquest, however, necessitated considerable organizational challenges that threatened to destabilize, politically and economically, this triumphant regime. The Aragonese monarchy's efforts to overcome these adversities, consolidate its authority, and capitalize on its military victories would impose lasting changes on its governmental framework and exert considerable influence over future expansionist projects. In The Limits of U.S. Military Capability, Lebovic shows how political and psychological factors trumped U.S. military superiority in Vietnam and Iraq, where inappropriate strategies, low stakes, and unrealistic goals mired the United States military in protracted, no-win conflicts. This volume addresses a timely subject--the question of small wars and the limits of power from a historical perspective. The theme is developed through case studies of small wars that the Great Powers conducted in Africa and Asia during the nineteenth and twentieth centuries.
