After Slovenia's independence in 1991 from Yugoslavia, the introduction of local government was one of the most challenging tasks in the new country, as it meant a radical change from the socialist municipal system to the classical European type of local government. Simona Kukovič and Miro Haček offer a comprehensive analysis of the functioning of local government from historical, normative, systemic, and dynamic perspectives. The authors analyze the historical-normative foundations of the existence of local government and, building on this, examine the functional dynamics of the central organs of local government. In particular, they analyze the position of local mayors in terms of role and the powers assigned to the mayor by law, leadership characteristics, the evolution of eligibility, and relations with other local actors. This is followed by an analysis of the municipal council, in which Kukovič and Haček outline the function and responsibilities and highlight some features of the inner workings of this collective decision-making body. The authors devote special attention and a wealth of empirical data to local democracy, which is particularly vibrant, somewhat peculiar, and undoubtedly one of the strongest elements of Slovenia's still relatively fragile democracy. Western democracies have retained political legitimacy since 1945 by a continuous process of adaptation to changing socio-political circumstances. Most states have changed their institutional arrangements, and reorganized their systems of local government to some degree. This book explains local government change within the wider context of institutional change. It links theories of legitimacy and institutional change to the extensive empirical and historical literature on local government reorganization. It also differentiates between institutional change and reform. Structural or historical variables are shown to play a major role in explaining why and how both reform and change take place. In particular, the rise and decline of the welfare state - and the political and policy changes associated with this - is one of the most important points of departure in the analysis. The ideas shared by the policy community explain the roles played by actors involved in shaping local government change and reform. The most notable government reforms were, undertaken by the local governments, which engaged in incremental reforms in the 1980s, and only began engaging in NPM after a ten-year delay in the 1990s, when the UK and other countries had started concentrating government reform efforts on engaging multi-stakeholder networks through local and public governance measures. Focusing on the local level of government I attempt to explain the puzzle as to why Germany was a decade behind in adopting NPM measures, and why the initiative to reform public management started primarily at the local level and remains mainly limited to the local level of government. Subsequently, the purpose of this paper is to illustrate to what extent local government reforms in Germany vary from those perused by the NPM pioneer, the UK. A focus will be on institutional and ideological particularities of the German NPM response, and detailed information about the NPM contents implemented in the Federal Republic will only be mentioned if they support comparative claims. Further, I will provide a broad assessment to what extent German reform feature can be ascribed directly to internation NPM influences.
