In an era of promises to create smaller, more limited government, Americans often forget that the federal government has amassed an extraordinary record of successes over the past half century. Despite seemingly insurmountable odds, it helped rebuild Europe after World War II, conquered polio and other life-threatening diseases, faced down communism, attacked racial discrimination, reduced poverty among the elderly, and put men on the moon. In Government's Greatest Achievements, Paul C. Light explores the federal government's most successful accomplishments over the previous five decades and anticipates the most significant challenges of the next half century. While some successes have come through major legislation such as the 1965 Medicare Act, or large-scale efforts like the Apollo space program, most have been achieved through collections of smaller, often unheralded statutes. Drawing on survey responses from 230 historians and 220 political scientists at colleges and universities nationwide, Light ranks and summarizes the fifty greatest government achievements from 1944 to 1999. The achievements were ranked based on difficulty, importance, and degree of success. Through a series of twenty vignettes, he paints a vivid picture of the most intense government efforts to improve the quality of life both at home and abroad—from enhancing health care and workplace safety, to expanding home ownership, to improving education, to protecting endangered species, to strengthening the national defense. The book also examines how Americans perceive government's greatest achievements, and reveals what they consider to be its most significant failures. America is now calling on the government to resolve another complex, difficult problem: the defeat of terrorism. Light concludes by discussing this enormous task, as well as government's other greatest priorities for the next fifty years.

Bill Clinton came to the presidency during the first moments of the post-Cold War era, when the United States and the international system were at a crossroads. Faced with the choice of either retreating from the world or acting as "world policeman," Clinton chose a path of unabashed "practical internationalism." His foreign policy embraced globalization, free trade and the promotion of democracy abroad, while acknowledging American limits.Scholarly and pubic interest in Clinton's foreign policy have peaked recently, as the shape of the Trump administration's foreign policy has unfolded. Today's populist nationalists might be seen as reacting to the Clinton agenda: They have attacked free trade and internationalism as a "bad deal" for US workers, striking out not only at trade agreements, but at immigration, refugee acceptance, US intervention, and international institutions such as the International Criminal Court and the Kyoto Protocol. Today, advocates of free trade and international engagement warn that the United States must continue to take a leadership role in steering the international agreements and institutions that it helped to create, as a way of advancing American prosperity and security. This is the reason the Clinton administration's foreign policy legacy continues to be important today. To understand "America First," we must first understand the underpinnings of globalization and the policy of practical internationalism. During Clinton's time in office and not long after, many scholars struggled to find coherence to the administration's foreign policy legacy, despite the administration's continued assertions of an overarching strategy. Today, it is more apparent than ever that 1) Clinton's foreign policy had a cohesive theme, 2) his internationalism sowed the seeds of our current "America First" brand of populism, and 3) Clinton's successes and failures hold important lessons for policymakers today. The introduction to this edited volume explores these themes, and the remainder of the book's seventeen chapters, authored by scholars of comparative politics, international relations and history, expand on particular policies. With the Trump administration midterm assessments coming in Fall 2018 and Winter 2019, there will be heightened interest in the background of such issues as engagement with North Korea; terrorism; nuclear proliferation; relations with China, India, and Japan; peacemaking in Northern Ireland; cooperation with NATO and the UN; and the difficulty of pursuing peace in the Middle East.

An invaluable history of an extraordinary presidency, and the chronicle of a generation's political odyssey When in 1997 Bill Clinton appointed Sidney Blumenthal as a senior advisor, the former writer was catapulted into the front lines of the Clinton wars. From his first day in the White House until long after his appearance as the only presidential aide ever to testify in an impeachment trial, Blumenthal acted in or witnessed nearly all the battles of the Clinton years. This major book—part history, part memoir—is the first inside account we have of the presidency of William Jefferson Clinton. The Clinton Wars begins in 1987, when Blumenthal first met Bill and Hillary Clinton. His chronicle of Clinton's first presidential campaign and first term draws on his experiences as confidant to both the President and the First Lady, and is enriched with previously unpublished revelations about both. This remarkable personal interpretation goes far in explaining the polarizing nature of Clinton's presence on the national scene. The narrative of Clinton's second term is even more dramatic. Blumenthal takes special note of the battle that was waged within the media between the President's detractors and defenders, which he expands into a vivid picture of Washington society torn apart by warring factions. But he does not neglect the wars fought on other fronts—in Kosovo, against Congress, and for economic prosperity. His remarkable book ends with the inside story of the fight to elect Al Gore in 2000 and extend the legacy of the Clinton-Gore Administration. Every page of this unrivaled, authoritative book, with its intimate insights into Clinton's personality and politics, attests to Blumenthal's literary skill, profound understanding of politics, and unique perspective on crucial events of our recent past. The Clinton Wars is a lasting contribution to American history.

First president of his generation. Second president to be impeached. Bill Clinton led the nation during eight years of unprecedented economic prosperity and peace, creating millions of new jobs, swapping deficit for surplus, and advancing his agenda of social programs. Yet he was riddled with scandal. This encyclopedia of more than 230 alphabetical entries covers all the major events, issues, and personalities of the Clinton administration, including full treatments of his impeachment, Whitewater, Travelgate, Monica, key members of his administration, Congressional opponents, foreign and domestic policy, elections, laws, terms and catchphrases, and national and foreign events that impacted Clinton's presidency. This balanced account is a perfect reference for students of, detractors from, and supporters of, William Jefferson Clinton. Among the domestic issues covered are health care reform, gays in the military, abortion, gun control, and welfare reform. Also included are the many foreign policy issues Clinton dealt with such as Bosnia, Northern Ireland, and the Middle East. Numerous charts, tables, and graphs provide vital statistical information about legislation, the economy, federal spending, election returns, and crime during the Clinton years. A chronology of events and many photos accompany the text. Thorough cross-referencing will aid researchers, as will bibliographies of print and Internet sources following each entry.
