Excerpt from The Mayor's Address to the City Council, and Reports of Committees: Comprising the Finance, Overseer of the Poor, Engineer, Marshal and Liquor Agents, With the City Government for the Year Ending December 31, 1861 In accordance with the requirements of our City Charter we have this day assembled to perfect the organization of our City Government for the ensuing municipal year and in assuming the responsible duties of administering the af fairs of this city, we have pledged ourselves by our honor, as well as by our oaths, to meet the responsibilities, and to discharge faithfully, impartially, and to the best of our abil ities, the duties that may devolve upon us. It should be the purpose, and I doubt not it is the full determination of this Council, to foster and promote the best interests of our city and let us remember that in thus doing we shall make the best return, and most acceptable acknowledgment in our power to make, to our constituents, for the honor they have conferred upon us, and the trust and confidence they have reposed in us, in electing us with so great a degree of unanimity to the several offices which we now hold. Let each mem ber deem this the special duty he is to perform. Let the committees realize that they are not created to expend, but to save money - not appointed to use so much in this direction and so much in that, till their credits are exhausted, but to see how much they may save from those sums - how large balances can be carried over for the liquidation of the debt, and to lighten the burden of taxation, which always falls heaviest on the poor. The country is coming to a specie basis, .and that implies a shrinkage in value, a fall in prices, and a reduction of wages in all our ih dustries and the same rule should be carried into the affairs Of the city that we apply to our private busi ness. If we are just, we shall not fear to put the pruning knife to the vine, nor hold back when re quired to cut close and deep.
