The attacks of September 11 were transformative events, both in how Americans view their own sense of security and in how America engages with the world. Middle East the mother of civilisations is one of the very few regions of global politics which have remained the hot spots and orbits around which the global power game revolved uninterruptedly. In beginning it was due to its geopolitical location as it is at the crossroads and a trade link between big Asian, African and European countries turned the region into a trade hub. Then the life changing discoveries of natural resources, particularly of oil and gas in the region as well as the industrial revolution in other parts of the world increased strategic importance of the region at the global level. The adoption of policy of securing control over the resources by global powers gave new shape to the political structure and configuration, like disintegration of Ottoman Empire and creation of new political entities in the region. In addition to that the break out of the First and Second World Wars, creation of Israel as well as the emergence of the Cold War are such events that transformed the region into a battle ground for the global super powers which ended at the collapse of the USSR in 1992 and emergence of the US as the dominant global power. No doubt after the emergence of uni-polar global order, the region saw a phase of peace and end of the war gaming on the part of the big powers but the US continued to dominate the regional political structure. During the same period the region also experienced one of the toughest periods of inter-state wars, first the decade long Iraq-Iran war and then the Iraqi invasion of Kuwait which added more fuel to the already increasing division and hatred among the regional countries.

Public diplomacy supports the interests of the United States by advancing American goals outside the traditional arena of government-to-government relations. Since 9/11, with the rise of al Qaeda and other violent organizations that virulently oppose the United States, public diplomacy in Muslim-majority countries has become an instrument to blunt or isolate popular support for these organizations. Efforts in this direction complement traditional public diplomacy that explains American policies and society to foreign publics. This report identifies six areas of primary concern. The first is a larger strategic issue; the other five are directed at the on-the-ground implementation of public diplomacy: (1) Define the goals; (2)Listen; (3) Measure success; (4) Reach the target audience; (5) Exchange people and ideas; (6) Get outside the bubble. There is no one path to success. Public diplomacy must be consistent, multifaceted, and localized to advance American goals in Muslim-majority countries. This report sketches a way forward to accomplish these goals.

In the Muslim world, religion, politics, and culture are intertwined in complicated ways. This chapter is dedicated to dig-out and examine the dynamics that are driving changes in the political-religious landscape of the Muslim world, and to provide the global policymakers, the broader academic and security circle, with a general outline of events and recent trends, in the Islamic militia, that are most likely to affect U.S. interests and global security. In thus chapter, we can have an insight which ideological zeal Muslims in the Middle East and somewhere else seem to follow. They differ significantly not only in their religious views but also in their political and social orientation, in particular, women's rights and the content of education and their tendency for violence. Based on such political and religious analysis an exploration will be undertaken within the two main streams of Islam, first and foremost those between the Sunni and Shiia branches and between the Arab and the non-Arab Muslims straight ait down to sub-national communities, tribes, and clans However, after 9/11, the Bush Administration along with a bundle of strategies came out and advocated to democratize the Arab world.
