No region in the world has seen so much development activity in the last ten years as the Gulf area. Since ‘black gold’ catapulted the oil-producing countries into the limelight of the international political and economic scene, there has been a proliferation of studies on the larger exporting states. However, many of the so-called ‘small countries’ have been neglected in this exercise. This book presents the first detailed examination of the bases and extent of economic development in Qatar and considers the need to translate the petroleum-generated growth into viable, self-sustained development. Qatar, though not one of the oil ‘giants’, was first in the field of oil development and exhibits a number of special features not shared by its Gulf neighbours: for example in pre-oil boom days it was already in advance of many other Gulf states in the field of education; it has a modest agriculture sector and there is a comparatively strong attachment to the land; and finally it has played an important role in OPEC as a member of the ‘moderate price’ camp. The individual chapters trace the development of the oil industry, outline public financing and economic policy and sketch the issues involved in industrialisation, absorptive capacity and agricultural development. Examination is made of the social and physical infrastructure as well as money and banking, and the international linkages in trade, foreign aid, economic cooperation efforts and investment opportunities are elucidated. Planners in Qatar know that their revenue base in petroleum is finite, and thus investment of present surplus needs careful planning. The book therefore also outlines current government priorities and suggests areas for future investments. First published in 1979.

'From Privilege to Competition: Unlocking Private-Led Growth in the Middle East and North Africa' sheds new light on the difficult quest for stronger and more diversified growth in a region of unquestionable potential. It underlines the need to strengthen reforms in many areas specifically, by reducing policy uncertainty and improving credit and real estate markets. It also highlights other important issues that restrain the credibility and impact of reforms in many parts of the region: conflicts of interest between politicians and businesses, an investment climate that favors a few privileged firms, and a dominant private sector that often opposes reforms. The book recommends that countries in the Middle East and North Africa (MENA) engage in more credible reform agendas by improving the implementation of policies in a manner that will reduce discretion and privileges. This renewed commitment to stronger growth would entail several developments. First, governments will need to reduce opportunities for rent-seeking and foster competition. Second, they will need to work to reform institutions: private sector development policies will need to be systematically anchored in elements of institutional and public sector reforms in order to reduce discretion and opacity and improve the quality of services to firms. Third, they will need to mobilize all stakeholders, including larger representations from the private sector, around dedicated long-term growth strategies. Short of such a fundamental shift in the way private sector policies are formulated and implemented, investor expectations that governments are committed to reform will be limited. It will take political will and time to support sustained reforms that credibly convince investors and the public that changes are real, deep, and set to last. MENA countries are endowed with strong human capital, good infrastructure, immense resources, and a great deal of untapped creativity and entrepreneurship. The economic and social payoff of embarking on a more ambitious private-led growth agenda could thus be immense for all.

Economic and strategic power is not the exclusive province of powerful, developed countries. Kuwait has used its main resource, oil, to integrate itself into the world economy as an autonomous actor rather than as a dependent commodity exporter. This daring economic strategy enabled Kuwait to claim military support from governments hosting its direct investments overseas in 1990-91 following its invasion by Iraq.
