MacKinnon, Canada's first female finance minister, provides keen observations on how personalities and shared regional perspectives cut across party affiliations in the evolution of federal-provincial deliberations on managing the debt crisis. Although initially opposed to the radical cuts and downloading unilaterally imposed by the federal minister of Finance in his 1995 budget, she now argues that they were essential and analyses how they have irrevocably transformed the Canadian federation. MacKinnon provides a timely analysis of the implications of the fiscal crisis for the future of medicare and Canada's other social programs and shows why politicians must involve the Canadian public in an open and frank debate about the challenges and choices facing the nation.

This title was first published in 2002: Political ethics is a rapidly growing field in disciplines such as political science, philosophy, applied ethics and public policy and it has become a major topic in current affairs’ reporting of politics. This book discusses the most prominent subjects - and occasional victims - of the ethics debate: government ministers. It is the first major work to discuss institutional reforms around the world that target ministerial morality and asks: how are these reforms influencing the motivation and conduct of the most powerful of our politicians? The book provides unique insights into ministerial behaviour and the changing role of institutions in influencing the ethics of the executive, with analyses from around the world. Contributors to the volume include international high-profile players in political ethics. They include Lord Nolan, the first Chairman of Britain's Joint Parliamentary Committee on Standards in Public Life; Professor Robert J. Jackson, a leading Canadian political scientist instrumental in establishing the Canadian Office of the Ethics Counsellor; and Associate Professor Noel Preston, the leading commentator on ethics in Australian politics, who has been involved in developing a number of its ethical regimes.

The Rise Of Political Advisors In The Westminster System written by Yee-Fui Ng and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2018-04-17 with Political Science categories.

Political advisors have risen in significance in Westminster countries, and have been increasingly thrust into the limelight by headline scandals and through their characterisation in various television series. This increased prominence has led to greater scrutiny of their role and influence. This book demonstrates that the introduction of political advisors into the structure of the executive has led to the erosion of the Westminster doctrine of ministerial responsibility. Adopting a comparative approach, the book analyses the rise in the power and significance of political advisors in the Westminster jurisdictions of the United Kingdom, Australia, New Zealand and Canada. It shows the fundamental shift of the locus of power from the neutral public service to highly political and partisan ministerial advisors. Tracing the divergent paths for legal and political regulation of political advisors, Yee-Fui Ng illuminates the tensions that they pose within the Westminster system in terms of the media/politics and faction/opposition interfaces. Providing insights for those researching or engaged in politics and public administration, this work will interest scholars and students of politics and public law, policy and administration.

Minding The Gap written by Peter Carroll and has been published by ANU E Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2008-06-01 with Political Science categories.

'Mind the Gap!' is an almost iconic exhortation, originating in the London Underground, warning travellers to be careful when navigating the 'gap' between the platform and train. In this volume, Peter Carroll, Rex Deighton-Smith, Helen Silver and Chris Walker retrospectively assess the 'gap' - no less dynamic and perilous in a public policy context - between the promise and performance of successive waves of regulation in Australia since the 1980s. Regulatory bodies exist to exercise what might be broadly termed 'control functions' and, by nature, tend to be conservative both in their culture and operations. Institutional conservatism does not, of necessity, preclude the exercise of creativity and foresight, both of which are sorely required if government is to successfully meet the challenge of delivering more effective and less costly regulation. The business and policy environment is complex, the risks are great and the rewards of success and the costs of failure will be enormous. The true measure of success will be how effectively we are able to close the gap between promise and performance.

Cabinets And First Ministers written by Graham White and has been published by UBC Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2011-11-01 with Political Science categories.

What place do first ministers and their cabinets have in democratic life in Canada? Has cabinet become a prime ministerial focus group? Do political staff and central agency bureaucrats enhance or diminish democracy? Do private members have any say in the cabinet process? Graham White renders a clear account of the development, structure, and operation of cabinet and the role of first ministers at the federal, provincial, and territorial levels. He discusses how the processes that support cabinet are affected by the considerable power of the first minister, and looks at the ways in which they permit the involvement of other elected members and the public. Taking the view that characterizing our Westminster-style government is an oversimplification, White examines first ministers and cabinets in terms of accountability and transparency and proposes realistic improvements to this aspect of Canadian democracy.
