Excerpt from The Moral Conquest of Germany Knowledge of the German character might have prevented World War II. This is why in this moment of decision of world importance I once more try to delineate the German national - character as a warning not to try "democracy" in Germany before a period of education. It is both wrong and dangerous to accept a political distinction between Nazis and Germans, as German propaganda would have it. This book offers a case for the guilt of the German nation. I have attempted before to present the two sides of the German character: in three studies on Bismarck, the Kaiser, and Hindenburg, and in my biographies of Goethe and Beethoven. These two sides I combined in my book The Germans: Double History of a Nation. Its publication was three years ahead of public opinion in this country; in 1941 the German problem was hardly recognized as such. In England, where the upper classes had come to know the Germans well by the bombs from above and by Lord Vansittart's excellent writings from within - the book became much more popular. A bit of the material in that book has meanwhile found its way into writings of other authors, such as Creel, Nizer, Schwarzschild from whom I am now borrowing some details. I have come forward with practical suggestions on the postwar treatment of Germany in lectures and broadcasts, in articles and pamphlets, before the Committee on Foreign Affairs of the House of Representatives, and before the Amg at Charlottesville. Many of these ideas were widely contested at the time of their appearance, but today most of them have been accepted. Scholars now describe Nazi Germany's 1941 invasion of the USSR as a Vernichtungskrieg, a war of extermination marked by unprecedented criminality. This dissertation re-constructs the moral world of German troops to explain how they maintained the persistent conviction that they were decent, civilized men and that the invasion was not only ideologically but also morally justified, sentiments that pervade the writings they left behind. It argues that throughout the war, individual soldiers and the Wehrmacht as an institution asserted a claim to moral superiority over their Soviet opponents. The self-image they projected helped to provide a veneer of legitimacy to the army's actions, shaped public opinion in the German homeland, salved the consciences of Nazi and non-Nazi soldiers alike, and laid the groundwork for the postwar myth of the "clean" Wehrmacht, the influential assumption that the army had conducted itself in an honorable manner. This dissertation begins with an exploration of the value systems within the Wehrmacht, value systems the army used to project its own worthiness and condemn its enemies. The second chapter demonstrates how soldiers turned to a series of moral rationalizations to justify their own criminal activity even as they and their superiors accused the Soviets of flagrant breaches of international law. The third and fourth chapters highlight the army's attempts to frame the war as a Christian crusade against atheism and a humanitarian campaign to rescue Eastern Europeans from communist tyranny. The final chapter investigates how the Wehrmacht asserted its commitment to civilized norms through its treatment of the dead, and how the trope of heroic sacrifice gave way to a focus on victimhood that undermined any remaining sense of moral responsibility. As it explores the genesis of the Wehrmacht myth, this project opens up new avenues for understanding mentalities and behavior in the Wehrmacht. It also provides insight into the relationship between morality and ideology in the Third Reich, the relationship between the military and the German home front, and the mechanisms that perpetuate criminal violence.
