This work seeks to examine the nature and dynamics of authoritarianism in Africa and to suggest ways in which the states covered in the book can be democratically reconstituted. In 1990, a wave of euphoria greeted the "third wave of democratization" that swept across the African Continent. The repression-wearied subalterns were hopeful that the "third wave" would have set into motion the process of democratically reconstituting the authoritarian state on the continent. More than two decades thereafter, although some progress has been made, by and large, the authoritarian state remains the dominant construct in the region. Even in some of the countries in which democratic transitions have taken place, the process of democratic consolidation remains an elusive quest as these states are sandwiched between authoritarianism and democracy. Against this background, the purpose of this book is to examine the travails of the authoritarian state in Africa, including the Herculean task to democratically reconstruct it. In order to do this, six of Africa’s perennial authoritarian states—Cameroon, the Democratic Republic of the Congo, Egypt, Liberia, Rwanda and Uganda—are used as the case studies. The book has two major objectives. First, the various chapters probe the nature and dynamics of authoritarianism in Africa. Second, the chapters suggest ways in which the various authoritarian states covered in the book can be democratically reconstituted.

In recent years the agenda of how to ‘deal with the past’ has become a central dimension of the quality of contemporary democracies. Many years after the process of authoritarian breakdown, consolidated democracies revisit the past either symbolically or to punish the elites associated with the previous authoritarian regimes. New factors, like international environment, conditionality, party cleavages, memory cycles and commemorations or politics of apologies, do sometimes bring the past back into the political arena. This book addresses such themes by dealing with two dimensions of authoritarian legacies in Southern European democracies: repressive institutions and human rights abuses. The thrust of this book is that we should view transitional justice as part of a broader ‘politics of the past’: an ongoing process in which elites and society under democratic rule revise the meaning of the past in terms of what they hope to achieve in the present. Does authoritarian rule benefit from political repression? This book claims that it does, if restrictions and violence, two fundamentally different forms of repression, complement each other. Based on an in-depth quantitative analysis of the post-Second World War period, the author draws three central conclusions. Firstly, restrictions and violence offer different advantages, suffer from different drawbacks, and matter differently for identical problems of authoritarian rule. Secondly, empirical data supports complementarity only as long as political repression preempts political opposition. Lastly, despite its conceptual centrality, political repression has little influence on the outcomes of authoritarian politics. The book also offers new insights into questions such as whether repression hinders successful political campaigns or whether it is more likely to trigger coups d’état.
