This book is based on interviews with 1,300 delegates to the 1972 Democratic and Republican National Conventions, and mail questionnaires completed by some 55 percent of the delegates. The author identifies women as one part of the new "presidential elite," and analyzes their social, cultural, psychological, and political characteristics. This study was funded jointly by Russell Sage Foundation and The Twentieth Century Fund.

The transmission of policy preferences from the mass electorate to the political elite is the subject of Warren Miller's illuminating new book. The elites of whom he writes are the delegates to recent nominating conventions analyzed in their subsequent roles as activists involved in presidential election campaigns. Miller's analysis delineates circumstances and conditions that affect the degree to which the issue preferences of these elite activists are more or less representative of those held by rank-and-file members of the nation's electorate. Miller argues that, although consent and accountability are basic principles in the theory of democratic representation, the ways in which convention delegates are selected are not designed to implement these principles. Nevertheless, empirical analysis demonstrates that they often do so to varying degrees. Delegates selected in primary elections, Miller finds, are more representative of the ordinary voters than are delegates selected by any other means -- except for Democratic super delegates, who are the most representative of all. Miller's analysis explains why elites who campaign on behalf of particular candidates are less representative of mass policy opinions than are those who campaign on behalf of their parties, and why, ironically, the elites who campaign on behalf of specific policies are even less representative of the issue positions of their parties' rank-and-file partisans. Without Consent, a sequel to Parties in Transition, makes an important contribution to the literature on theories of representation by its novel analysis of linkages connecting public opinion and public policy through the presidential campaign elites.

Do presidents inevitably lose support the longer they are in office? Does the public invariably rally behind presidents during international crises? What are the criteria by which the public forms its judgment about whether or not the president is doing a good job? And what is the role of daily news reporting and elite opinion in shaping the public's perception of the president's performance? This book addresses these questions and many others surrounding the dynamics of fluctuating public support for the president of the United States. Drawing its case material from the modern presidency from Kennedy through Reagan, with looks backward as far as Truman, this innovative work shows how the standing of the president with the American people has come to have a political life of its own. The author first examines two seemingly distinctive periods of opinion formation: the 'honeymoon' at the beginning of a presidential term and the 'rally' of presidential support that accompanies international crises. He then analyzes two previous explanations of public support - length of term in office and the state of the economy - and concludes that these explanations are, respectively, incorrect and incomplete. The author presents a model of information processing that ties public support to indications of policy success or failure brought to the attention of the public through daily news reporting by the media. The model is tested initially for the presidencies of Kennedy, Johnson, Nixon, and Ford; it is then refined and tested further for the Carter and Reagan presidencies.

This study seeks to resolve differences between various types of political leaders and to link broad historical patterns with the idiosyncratic circumstances of individual lives and careers--to integrate the micro and the macro levels of understanding in the field of leadership studies. To accomplish this task, a vast array of previous scholarship and primary documents has been assembled and drawn into new combinations. Equivalent data on all U.S. presidents enable an unprecedented internal comparison within this select group. Comparison with parallel data, developed for other types of leaders, permits U.S. presidents to be analyzed in comparative perspective for the first time. Against this background, the study creates a unique collection of medical and psychological profiles for the entire set of presidents--a body of data that allows us to discover new combinations and patterns of presidential traits. American presidents emerged from this study looking very much like other political leaders in terms of social background and preparation for a political career. But contrary to myth, the authors found U.S. presidents to be puzzingly unexceptional--even average--in their personal and career characteristics. For other types of leaders, the authors had found distinctive combinations of traits and experiences that seemed to account for their political leadership roles. For the presidents, such combinations seemed elusive, even confounding. They did conclude, however, that presidential leadership is firmly anchored in the cultural, sociological, and historical contexts from which it emerges.
