Political parties that once dominated Western democracies have been shaken to the core. Many have suffered electoral debacles, as in France, Italy and Greece, while mainstream political parties in the UK and the US have found themselves struggling to cope with outcomes – in the form of Brexit and the election of Trump – that were not anticipated. We are witnessing nothing less than the exhaustion of a century-old cleavage between traditional left and right parties due to their inability to perceive and tackle present-day challenges, such as declining social mobility, mounting environmental crises, rising geographic inequality, tensions over migration and multiculturalism, etc. The ‘populists’, from Salvini and Le Pen to Trump and Bolsonaro, were the first to understand this and supply an alternative. But contrary to what many observers now predict, we are not doomed to witness the replacement of the ancient political order by the populists’ rise to power. In France, Emmanuel Macron launched a new movement that stopped them. Though things have sometimes been tough, ‘En Marche!’ has successfully implemented an entirely new programme of reforms and has been given some comfort by recent election results. In this short book, David Amiel and Ismaël Emelien – two of Macron’s closest advisers and key architects of ‘En Marche!’ – build on this experiment and reflect on its successes and failures to define a new grassroots progressivism for Western countries based on three principles and ranging from public policies to electoral strategy, from ideology to party organization. This could form the bedrock for a wider counter-offensive against the populism of our times.

When it is fully worked out and put into effect, where will it have carried us? To Roosevelt progressivism means first of all social reorganization, to Wilson it means the reconstruction of economic society, while to Winston Churchill, who represents a somewhat similar position in Great Britain, it means a more scientific social organization. Both Wilson and Roosevelt speak of the pending change as a revolution. And if we look a little more closely we see that Wilson is right, that what is being revolutionized is industry rather than society generally (though it is true that society is being revolutionized together with industry); and we see also that the means to be used are almost exclusively governmental. Government and industry, as Roosevelt says, are the two chief functions of our social organism. So without doing any violence to the broad and perfectly correct generalizations just quoted, we may supplement them and make them more definite by saying that the new movement aims primarily at the more scientific organisation or reorganization of industry by government. In a recent article Roosevelt has rightly termed this policy, partial collectivism: The growth in the complexity of community life means the partial substitution of collectivism for individualism, not to destroy, but to save, individualism. l The individualism Roosevelt hopes to preserve is the system of commercial or industrial competition by private capital. This is a book about people with different ideas about democracy from those that prevail today. Wisconsin's early progressives would have been astonished by the focus historians have placed on producer identifications. They identified mainly with their roles as consumers and taxpayers, and they gravely doubted whether the existing political economy could ever meet their needs. Many of them favored public ownership of certain corporations because the particular relationship of those corporations to the political process made it impossible for consumers to receive redress in any other way. For these early progressives oppression resulted from "special privilege," not from relationship to the means of production. A socialist state could be as dominated by special privilege as a capitalist one, and it, too, could deny real power to consumers.
