Excerpt from The New Tendencies of Political Economy The doctrines of the historical school in political economy lead to no partisanship whatever. They are held equally by free traders and by protectionists in Europe. The underlying motive of their system is the right of individual and of national judg ment to determine upon a given state of facts, what policy, in respect of production and exchange, it is wise to pursue bore and now. It treats political economy as a science, not of pure principles, but of applied principles, and this alone makes pos sible a progressive fiscal policy, moulding itself according to the traditions, the usages, the aspirations, and the actual condition of a free people. This is eminently the economic system suited to the wants of the American people. It deals with the past without contumely, and it welcomes the future without prejudice. No man who looks at the history of past American legislation on the subject of the tariff, in a calm and philosophic spirit, can fail to admit that it is full of ignorance, of vacillation and of mistakes. We might have been abreast of England in opening our markets freely to the world, if our tariff policy had been consistent and progressive. If the English House of Commons has legislated for mankind rather than for man, the American Congress has legislated for man rather than for mankind. In other words, the Committee of Ways and Means has always been the center of personal and individual and local interests, instead of consulting and rep resenting the average interests of American citizens - occupying a great continent with different productions and different wants. I do not say that the harmonizing of those interests is not at all times difficult, but it does seem to me that if the fiscal policy of the country were put beyond the pale of party, as completely as has been done in Great Britain since the repeal of the Corn Laws, a system might be eliminated which should respect traditions, conciliate labor and make rapid strides in the direction of commercial freedom. In this as in most public questions the truth lies between the extremes - Media latissimus ibis. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Excerpt from The Past and the Present of Political Economy The perfectly logical conclusion drawn from this hypothesis, was that government should abstain from all interference in industrial life. Laissez-faire, kt'issez-passer - let things alone, let them take care of themselves, - was the oft-repeated of a priori economists. Excerpt from The New Democracy: An Essay on Certain Political and Economic Tendencies in the United States Our visitors from Europe in the early days of independence were obsessed by the unique significance of our-democracy. To liberty or to its excesses they ascribed all American quali ties, customs, and accidents. Our native apologists laid equal emphasis upon democracy. In half -ludicrous, half-tragic orations, they acclaimed the rule of the people as the essence and import of the new Republic. America was to be the eternal land of liberty, the refuge of the world's oppressed, the mentor of Europe. The chosen people of the West were to teach the true creed of democracy, in obedience to a divine command, as explicit as that laid upon the ancient folk of Israel. Four generations have passed since Cornwallis surrendered at Yorktown. We have survived the early days of poverty and interstate bickering. We have grown in wealth, power, and prestige. We have issued triumphantly from a great civil war, which put an end forever to chattel slavery. Our institutions have not become less popular; our patriotism. Excerpt from Political Economy, Vol. 2: Lesson V, Wages and the Accumulation of Capital Displacement, as I have hinted, is very often cruel; it throws men out of a job. They (the General Council) know that the tendency is to greater efficiency in industry, to the closing of inefficient works and Shops, to the introduction of new plants, to all these continued processes of sub-dividing in order to increase the output by less effort and less expenditure. They know that men must be displaced by these processes, just as they know that however angrily you may denounce the employers this process will go on. Excerpt from Tendencies in American Economic Thought To the European, familiar at home with the existence Of a class Of university men of leisure, it appears anomalous that in the United States - that land Of economic progress so little attention should have been given to the scientific explanation Of that progress. The European forgets that the American, overwhelmed with the practical details Of this hurried march, has had little time for scientific inquiry or even for cool re ection upon the facts within his View. Much Of our economic literature, like Caesar's Commem taries, has been written on the march and with distinct political aim. Excerpt from The Economic Crisis and Foreign Trade To understand its doctrine is almost as important to communities as that they should provide good laws; for laws alone cannot insure prosperity and tranquillity. In order to thrive we must under stand those spontaneous, superior and benign influences upon which prosperity depends. They are superior to law, for law cannot stop, however it may retard their operation. The law rewards no man; political economy promises much to him who will obey its mandates. To perceive how wealth is produced and how it is distributed; the correllation between the supply of and the demand for goods, when to buy and when to sell; to be able to observe tendencies and anticipate conse quences is to thrive where many fail, and to achieve a comfortable serenity where others, bro ken upon the wheel of adversity, give themselves over to lamentation. Yet political science is a neglected science, and those who attempt to ex plain its doctrine find themselves confronted by a cunning or contemptuous and unmanageable opposition. Excerpt from History of Economics: Or Economics as a Factor in the Making of History The Greeks had no conception of political economy as a science. They did, however, busy themselves with certain facts and data that constitute the material of this science, namely, with the production and distribu tion of wealth. They raised crops, breeded cattle, ex tracted the precious metals, traded with one another and with foreign nations; but they did all this without hav ing any established formulae or principles, and without any sight of those tendencies that constitute the laws of political economy.
