The swimmer has touched bottom and found his feet, but is wearied, spent, still half-dazed, half-blinded, and at the mercy of the undertow, which tosses him hither and yon. By and by he will crawl painfully over the hard shingle with bruised and bleeding feet; stretch out on the warm sand and take possession for good, it is to be hoped, of a new continent. And it will be no happy isle - make no mistake about that E but a realm demanding all the old qualities of steadfastness, hard work, sacrifice and loyalty to the best that is in the race. The swimmer is the modern man-child; the ocean the tremeu dous psychological upheaval caused by the war, and the island the changed conditions of human existence on this planet. What we are all going through is readjustment; and the most of us see nothing exhilarating in the process. Adjustment, to be sure, is always painful; has to be; but in the end (if there be such a thing as real progress) salutary - if not for the individual, still, for the race. No doubt each nation considers its own situation worst. There is a curious unanimity of pessimism at the present time. By all the rules of the game the United States ought to be in the happiest case of all at the present moment. Is it? Not if its own publicists and thinkers are to be believed! The people of the United States were late getting into the war. They had the supreme advantage of being in a position to profit by the mistakes of the Allies; they had practically cornered all the surplus gold of the world; they entered into an inheritance of experience dearly bought by the blood and sweat of others, and they fell down disastrously: not in courage, not in the desire to help to the limit, but in preparation, efficiency, and results. Excerpt from Onlooker, Vol. 1: A Monthly Review of Current Event Canadian and General, Toronto, July, 1920 The burden Of this score Of articles is not so much how we shall improve our schools as how we shall keep people on the farms. And one may ask himself whether any changes made in the schools will touch the root Of the trouble. A very reasonable letter appeared in The F armers' Sun on May 19, 1920, which discusses the point as follows: What a silly supposition it is to suppose that rural de population has been due to defective rural school training, or to farm boys and girls being drawn away from the farm to the city by attendance at High School or Collegiate in towns and cities! It isn't at all true. More people have left the farms and gone to the cities and towns who never attended High School or Collegiate than there has been Of farm boys and girls who attended High School and Collegiate. The lure Of higher wages and shorter numbers Of hours per day and a soft job for big pay has drawn more farm laborers and farmers' sons and daughters to the city than higher education has. NO doubt this correspondent is right. It is not the schools that have driven people into the towns, and no changes made in education will keep people in the country unless economic and social conditions therein are made more attractive. Moreover, this state ment would be re-enforced if one took the trouble to enquire what has gone on, and what is still going on, in other parts Of the world in the matter Of the growth Of cities. It is a well-known fact that the same shifting Of population has characterized the United States as Ontario. The same thing is going on, but to a less degree, in the sister Province Of Quebec, where the schools differ from those in Ontario. England, Scotland and Ireland complain Of the same phenomena, although their schools are probably better than ours. A group Of French writers, Of whom Rene Bazin is one, have for years been preaching the doctrine Of back to the land, and the same situation is present in all western Europe. Evidently we are face to face with a world-wide series Of facts for which perhaps there is no cure, - certainly no pedagogical one will suffice. And when we look farther back we are still more convinced Of this. Through out the whole Of the nineteenth century we see the subject cropping up in literature, as for instance in Hugo's Miserables. And still farther back in the works of Cowper and Burns, as well as in the works Of Rousseau and Of Bernardin de saint-pierre. It is certain, too, that in ancient Rome similar topics preoccupied serious people. And it may well be that in the cities Of Mesopotamia and Egypt the same subjects worried the thinkers. Restricted output may well prove more disastrous than a high tariff. Coal to-day is mined cheaper in Protectionist America than in Free Trade England; indeed, in the matter of coal exports, America is now in the lead, the figures as to August last standing, roughly, as 18 to 23 in millions of tons in favor of the United States. Exorbitant wages, short hours and decreased output account for this alarming situation. English business men, always far-sighted and vigilant, are directing their magnificent energies to oil; and America, quick to see the lay of the land, is hotly protesting against the British and French monopoly of the Persian and Mesopotamian fields. She has received the right answer - He who winna when he may, canna when he will. In other words, by refusing the mandate over Armenia, America surrendered her right to share in the development of the exceedingly rich Mesopotamian field. Excerpt from The Onlooker, Vol. 1: A Literary Journal of Independent Critical Opinion on Public Affairs; Toronto, April, 1921 What the entire world is suffering from at this hour is an international blockade of credit, or rather of trust. Nature is just as bountiful as ever - streams flow, fields, forests and mines produce, the ocean is an open, free highway to all shipping, the harvest of the sea is only limited by human endeavor, science stands waiting to confer immeasurable blessings, and yet a large part of the world's industrial life is at pause. What is the cause of this unparalleled stagnation? It is perhaps impossible to designate clearly and definitely the exact source of the world's present condition. The disruption of confidence is of such vast extent, on such a colossal scale that it would seem modest and reasonable to fall back upon the common conclusion and exclaim: "The War!" But such a solution seems too easy, and, in fact, gets us nowhere. The war was the remote cause, but the war is over, and we are in the third year of reconstruction. If the war were going on at this hour the explanation would suffice. One cannot deny the devastation wrought by an earthquake or expect to find the world quite the same after a deluge. It is, however, the peculiarity of human development that even great disasters are reacted upon by the race-consciousness and that adjustments take place with lightning-like rapidity. Prosperity or adversity, hope or despair, the true cause is always psychological. We are reacting to a new condition, and have not yet succeeded in the establishment of a firm foothold. What is really lacking is faith; faith, not in nature, but in the capacity of human nature to pull through. The most of our writers and thinkers are still engaged in describing the stages of decline into the present impasse. We are told that what has happened is just what was to be expected. No doubt they are right. But what does not seem to have occurred to the average man at all is that we are face to face with a situation which calls for the sternest repression of egotism, the practice of the most stringent economy, the discountenancing of novel, untried social theories, the overcoming of selfish, predatory groups. The enemy to be fought is political disunion within; the reconstruction to be carried out the reconstruction of ourselves. The result of Luther's defiance of the Papacy, and the liberation of the secular life of Europe from the unbearable thraldom of Rome was a vast unsettlement. One need only mention the peasants revolt under John of Leyden (bolshevism with a spiritual basis), the persecution of the Hussites in Bohemia, the Thirty Years' War, the Revocation of the Edict of Nantes, to make this point clear. In a sense the effects of the Reformation are still being felt in Ireland and, to some extent, in Canada. Ultra-montanism and Orangeism are the heirs in the tail male. The war came upon the world like a cloud-burst, and the average politician found himself suddenly in mid-stream, half choked and blinded and, like a bewildered swimmer, glad of a plank or half-plank on which to float. Virgil's incomparable description of the shipwreck in the first book of the Aeneid might well stand as a true picture of the actual situation of the world after the retreat from Mons. When all was darkness and doubt how was it possible to sit down and calmly draw up policies as to the future? There was a grim possibility that there might be no future for free men.
