A network of cultural magazines – Dwutygodnik from Poland, A2 from Czech Republic, Tiszatáj from Hungary and Vlna from Slovakia – have worked together on a series of articles and debates addressing issues directly or indirectly connected with consequences of the Covid-19 pandemic in art, culture and new media. The outbreak of the pandemic became an important caesura in the discussions on the state of culture and art in our societies. The reopening of institutions will not in itself solve culture’s problems, many of which became even more urgent under the impact of the pandemic. And although we are now returning to a certain normality, the problems that the pandemic made more visible still remain relevant and in need of solutions. Essays and debates addressed such issues as: the precariousness of artists and culture institution, the problematic nature of unrestricted mobility and the increasingly acute effects of an exploitative attitude towards nature, the need to revise existing planning strategies, the need to strengthen public institutions, the media crisis. The ambition of the project was to help us all understand the times we live in and to search for solutions for the future, seeing things in a broader, Central European context. The project is co-financed by the Governments of Czechia, Hungary, Poland and Slovakia through Visegrad Grants from International Visegrad Fund. The mission of the fund is to advance ideas for sustainable regional cooperation in Central Europe.

The Covid pandemic has put all modern societies to a serious test of resilience. The interdisciplinary research on which this book is based examined how four European governments behaved in these circumstances. During the months of the crisis, the team of experts coordinated by the editors of this volume took a close look at the decision-making processes in the Czech Republic, Hungary, Poland, and Slovakia – the so-called Visegrad Four. The inquiries focused on experiences from the academic, health, economic and social fields. The methods of comparison included surveys, interviews, discourse analysis, for which the adaptive leadership theory provided the conceptual framework. The conclusions are both academic and practical. Aside the description of the pandemic responses, the research had a formative dimension: how can an adaptive leadership approach better help societies manage the health and societal impacts of similar challenges? The spectrum of emerging anti-democratic tendencies in the region provided the specific context of the exercise. The four states face varying degrees of democratic backsliding as well as illiberal influences that have affected their response to the pandemic, which gives this research on the Visegrad Four a worldwide resonance.

Abstract: The comparison of the numbers of cases and deaths due to SARS-CoV-2/COVID-19 shows that people in Central Europe are much more affected than people in East Asia where the disease originally occurred. Trying to explain this difference, this communication presents four hypotheses that propose the following reasons for the observed findings: 1) Differences in social behaviors and cultures of people in the two regions; 2) Possible outbreak of virulent viruses in Central Europe due to multiple viral infection, and the involvement of immuno-virological factors associated with it, 3) Possibility of corona resistance gene mutation occurring among East Asians as a result of long-term co-evolution of virus and host, and 4) possible involvement of hygienic factors. Direct or indirect supportive evidences for each one of our hypotheses are presented and experimental approaches for their evaluation are discussed. Finally, we suggest that the dynamics of the pandemic also shows that the problems of the new coronavirus can be overcome due to people's awareness of the epidemics, rational viral diagnostics and a high level of medical care

COVID-19, Public Management, and Survival of East European Democracies centers initially on the development of democracy in fourteen states of Eastern Europe, with an emphasis on the distinction between the seven Baltic and East Central European states in the north and the seven Balkan states in the south. Examination of key events of the political history of the two regions reveals that a participant political culture as the anchor of democracy was more developed in the north than in the south. Important measures of democracy as well as election results during the 2020-22 period of the COVID-19 outbreak demonstrate and reinforce the same distinctions between the two regions. Further, this detailed study of public administration problems such as corruption, accountability, trust, and the number of deaths from COVID-19 also disclose that such problems characterized both regions but were more pronounced in the southern states. In addition, the rise of populism and authoritarianism injected severe challenges in the midst of administrative preoccupation with the many harmful effects of the virus.
