Should national governments regulate foreign investment? The question is hotly contested in today's international trade debates. Barbara Jenkins here addresses this complex issue in a timely account of market relationships among North American nations. Jenkins provides up-to-date, detailed analyses of foreign investment regulations and policies in Canada, Mexico, and the United States. She identifies inherent contradictions in the general tactic that all three countries have pursued-simply relying on the pressures of the market rather than planning active strategy--and she assesses the likely effects on foreign investment of the recently concluded Canada--U.S. Free Trade Agreement and the potential North American free trade agreement. Free trade and the absence of adjustment policy, she argues, expose key political actors such as business and labor too broadly to market forces. The result is a projectionist reaction on the part of these domestic actors, which ultimately defeats efforts to liberalize trade and investment relations. In current approaches to foreign investment regulation, Jenkins detects divergent trends among the three countries: while Ottawa and Mexico City continue to liberalize their investment strategies, Washington is growing more interventionist. She shows, however, that the interventionism of the United States reflects a nationalistic trend rather than a commitment to a coherent strategy. Cautioning that the conclusion of a North American free trade agreement will only exacerbate the inadequacies of current policies, Jenkins concludes by offering recommendations for future action. The Paradox of Continental Production will be stimulating reading for policymakers, political economists, and other observers of Canadian, Mexican, and U.S. politics.

Despite increasingly open markets and a pervasive move toward international production methods, national governments continue to pursue remarkably distinctive policies for promoting innovation in industry. J. Nicholas Ziegler analyzes this apparent paradox by comparing government efforts to promote technological advance in Germany and France. His findings reveal a great deal about the roots and limits of public strategies for economic growth. Through close comparison of three technologies— digital telephone exchanges, computer-controlled machine tools, and semiconductors—Ziegler shows how each country displays predictable strengths and weaknesses in promoting innovation. These distinctive capacities depend more upon the links among different skill- and knowledge-bearing elites than on the structure of the state or the industrial sector in question. As business outcomes hinge less on economies of scale and more on knowledge-based competition, the politics of contending interest groups steadily gives way to a competition for status and jurisdiction among more specialized professional groups. As a result, Germany's strengths stem directly from what Ziegler calls an ethos of competence whereas France's strengths stem from an order of state-created elites. More generally, Ziegler contends, neo-institutional approaches to public policy need to pay far more attention to the professional identities of different occupational groups.

This book challenges the established wisdom regarding the balance of bargaining power between multinational corporations and host governments. Most theories, beginning with Raymond Vernon's, claim that the bargaining power of host states should increase over time. This work shows the opposite is true, at least for the automobile industry in the industrialized world. The reason for this is the growing mobility of production, which undercuts host states' bargaining positions. Capital mobility is thus central to both firm-state relations and IPE generally.

It is a cliché to say that we live in a globalized world in which investment flows, communications and the operations of multinationals from all parts of the world have changed the character of the international business environment. But the easy concept of globalization poses as many questions as it answers and it is the purpose of this book to address these challenges. In Governments, Globalization, and International Business a prestigious group of international scholars explore in detail the consequences of globalization defined as the deepening structural interdependence of the world economy. In Part 1 John Dunning, Richard Lipsey, Susan Strange and Stephen Kobrin analyse these changes from different disciplinary perspectives and intellectual backgrounds. The basic question they address is what are the consequences of globalization on the nature, form, and level of domestic economic activity?. In doing so, they also consider the increasing mobility of knowledge and information, the role of international corporations, and the sovereignty of the nation state in the modern borderless world. In Part 2 the different experiences and policies of a number of economies are assessed in a series of country studies, These include the G7 countries as well as the developing East Asian economies, Latin America and smaller developed countries. In the final part John Stopford and Edward Graham stand back and look at the changing role of National and Supranational governance. In doing so they underscore a fundamental tenet of the volume, that globalization requires national governments to re-evaluate various factors of their systemic governance. Between 1973 and 1980, the cost of crude oil rose suddenly and dramatically, precipitating convulsions in international politics. Conventional wisdom holds that international capital markets adjusted automatically and remarkably well: enormous amounts of money flowed into oil-rich states, and efficient markets then placed that new money in cash-poor Third World economies. David Spiro has followed the money trail, and the story he tells contradicts the accepted beliefs. Most of the sudden flush of new oil wealth didn't go to poor oil-importing countries around the globe. Instead, the United States made a deal with Saudi Arabia to sell it U.S. securities in secret, a deal resulting in a substantial portion of Saudi assets being held by the U.S. government. With this arrangement, the U.S. government violated its agreements with allies in the developed world. Spiro argues that American policymakers took this action to prop up otherwise intolerable levels of U.S. public debt. In effect, recycled OPEC wealth subsidized the debt-happy policies of the U.S. government as well as the debt-happy consumption of its citizenry.

Much of the debate about development in the past decade pitted proponents of unfettered markets against advocates of developmental states. Yet, in many developing countries what best explains variations in economic performance is not markets or states but rather the character of relations between business and government. The studies in Business and the State in Developing Countries identify a range of close, collaborative relations between bureaucrats and capitalists that enhance elements of economic performance and defy conventional expectations that such relations lead ineluctably to rent-seeking, corruption, and collusion. All based on extensive field research, the essays contrast collaborative and collusive relations in a wide range of developing countries, mostly in Latin America and Asia, and isolate the conditions under which collaboration is most likely to emerge and survive. The contributors highlight the crucial roles played by capable bureaucracies and strong business associations.
