A longitudinal study of 2,378 Australian teenagers from their ninth year in school in 1980 until 1983 provided data on the significance of part-time employment in young people's transition from school to the world of work. Those studied were attending 26 different secondary schools in Australia's Victoria State in 1980 when data were first collected. Many had left school by 1981 and 1983 when subsequent data collections were made. Interviews were conducted in 1983 with 30 of those surveyed and with 48 other secondary students as well. The study considered part-time youth employment in the light of the potentially interrelated influences of family, school, and work, other economic and social forces, and the social and personal development of young people as well. The purpose was to generate information that could assist in youth policy development. Six basic areas were investigated: the nature of part-time work undertaken by youths; the characteristics of young part-time workers; the reasons young people work; and the impact of part-time work on career development, social and personal development, and school-to-work transition. The report discusses the study methodology, the study results, and implications of the findings. (PGD)

This study deals with three aspects of the youth labour market: part time work, school retention and unionisation. The first section considers those who have left school and are working part time (less than 35 hours per week). Using figures from the 1981 Census, cross tabulations are provided by industry, occupation and hours worked for males and females. Comparisons are drawn between older workers as well as school students working part time. Using the Australian Bureau of Statistics survey, Alternative Working Arrangements, details are presented on the preferences of number of working hours among young people working part time. The second section deals with factors affecting school retention. The principal question addressed is: what is the connection between labour market conditions and retention rates? The question is posed separately for males and females. Using multiple regression analysis, a number of variables are tested, including the unemployment rate and benefits, junior wages, family income and government training schemes. The results vary according to age (15, 16 or 17 year olds), but confirm the importance of labour market conditions. In particular, part time employment has a positive effect on school retention at the younger ages, suggesting that this variable is picking up in part the ability to finance more schooling. The final section deals with the unionisation of young people and addresses the issue of why their unionisation is so low relative to older workers. Several factors are isolated: industry composition of employment, the nonunionisation of apprentices and the retative job instability of young people.
