Excerpt from The Peoples Manual and Hand-Book of Popular Government The Government of the United States, being a representative Republic, secures rights to, and imposes duties and responsibilities upon, each citizen, peculiar and important alike to the citizen and the Government. The principle on which the Government is founded - that the sovereignty is in the people, and the officers of the Government are only their servants, or agents - demands that the people shall sufficiently comprehend who their several agents are, and what duties they have a right to demand from each, to be able to judge intelligently of their official action, and the manner of its performance. As any citizen may be called upon to hold office under the Government, knowledge of official duty, official rights, and mode of action, is an obligation resting alike on the citizen and official. These considerations suggest the necessity for the present work, which is intended as an analysis of the Government, in its several branches, departments, and divisions, with a general outline of the duties incumbent on each department and the officers therein. The limits of the work forbid an exhaustive discussion of the several topics, but within its scope it will be found accurate and reliable. It is intended for popular, rather than for professional, use. From the dual character of the Government, the subject is necessarily divided into the National and State Governments, and treated in that order. In each branch of the Government - National and State - there is a law-making, or Legislative power, a law-applying, or judicial power, and a law-executing, or executive power. These furnish necessary divisions of each branch. The duties to be performed in each of these are so numerous and diversified as to necessitate their sub-division into departments, offices, &c., each one charged with specific labors and armed with appropriate powers and rights. These departments and offices, with the general duties belonging to each, the several officers and employes therein, with their duties, powers, mode of appointment, term of service, emoluments, &c., are treated in order.
