Recently, issues related to the (perceived) quality of inputs and technologies have been proposed as an important constraint to their adoption by smallholder farmers in low income countries. Taking maize seed embodying genetic gain as a case, we train random agro-dealers to test whether under-adoption by farmers is caused by low quality due to sellers' lack of knowledge about proper storage and handling. In a second hypothesis, we randomly introduce an information clearinghouse similar to popular crowd-sourced review platforms such as yelp.com or trustpilot.com to test whether information asymmetries crowd out quality seed. We find that the information clearinghouse treatment improves outcomes for both agro-dealers and farmers, with agro-dealers receiving more customers and reporting higher revenues from maize seed sales, and farmers reporting significantly higher use of improved maize seed varieties obtained from agro-dealers, leading to higher maize productivity after two seasons. The primary mechanisms behind this impact appear to be an increased effort to signal quality by agro-dealers and a general restoration of trust in the market for improved seed. The agro-dealer training does not have a clear impact on agro-dealers, nor on farmers in associated catchment areas. However, we do find that the information clearinghouse increases agro-dealer knowledge about proper seed storage and handling. Upon exploring interaction effects between the training and the clearinghouse treatment, we also find that the training becomes effective for agro-dealers that are also in the clearinghouse treatment group. This underscores the importance of incentives to make supply side interventions such as trainings effective.

In the context of a growing population in an already densely populated area, agricultural yields will need to increase without putting additional stress on the environment. The adoption of modern inputs by smallholders is an important ingredient of agricultural transformation. In this study we explore plot-level, household-level, and institutional-level characteristics associated with agricultural technology adoption behavior among smallholder farmers. The aim is to uncover correlations that can guide the design of policies and incentives that are likely to increase adoption. We explicitly differentiate between fixed costs that are likely to affect the decision to use the technology and variable costs that are more relevant for the decision regarding use intensity. In addition, we examine how the importance of each of these characteristics differs with asset status. To do so, we use data from about 1,880 potato plots cultivated by 500 randomly selected potato growers in southwestern Uganda. We first categorize households into poorly endowed and well-endowed asset classes based on their access to productive assets. We then estimate double-hurdle models for take-up and use intensity of fertilizer for each group. The results show that the factors associated with the decision to use fertilizer are often different from those associated with the decision about how much fertilizer to use and that the characteristics correlated with fertilizer adoption differ between asset-poor and asset-rich farmers. For instance, asset-poor female-headed households are less likely to use fertilizer, but if they do, they use more of it than male-headed households. Our results also suggest fertilizer packaging and distribution are important factors in fertilizer adoption decisions due to their impact on costs related to both indivisibilities and uncertainty about the quality. We derive a range of policy recommendations.

Key Messages - Adoption of productivity-enhancing agricultural technology is low, partly because many of these products are of low-quality and because farmers cannot distinguish between high- and low-quality products. Consequently, farmers do not purchase the products and high-quality producers exit markets. - Governments and/or private regulators can create opportunities for farmers to learn about product quality and increase adoption. One option is a product assurance scheme that provides information to farmers about the quality of the product they purchase. - An example comes from the Uganda National Bureau of Standards, which created a product assurance scheme called Kakasa. The scheme led to large increases in the adoption of both glyphosate herbicide and hybrid maize seed, which both participated in the scheme. - Policymakers should consider providing information to farmers about the quality of agricultural inputs. This can be done without a complicated system of testing, and product assurance can generate sustained increases in adoption and become selfsustaining over time when companies contribute to the scheme.

Advances in agricultural development have largely been a direct result of increased usage of new technologies. Among other important factors, farmers perceptions of risks associated with the new technology as well as their ability or willingness to take risks greatly influences their adoption decisions. In this paper we conduct a series of field experiments in rural India in order to measure preferences related to risk, potential loss, and ambiguity. Disaggregating by gender, we find that on average women are significantly more risk averse and loss averse than men, though the higher average risk aversion arises due to a greater share of women who are extremely risk averse.

This study uses comparable data collected in a pastoralist setting in Kenya and a rain-fed crop production context in Zambia to examine the relationship between climate-adaptive practices, food security, and households’ perceived resilience against climatic shocks. We sort climate-adaptive practices based on their relative factor intensities or diversification decisions, which allows us to draw comparisons regarding these relationships across diverse production systems. Using the doubly robust inverse probability weighted regression adjustment (IPWRA) approach to account for potential selection issues, we find that capital-intensive adaptive strategies are consistently and positively associated with resilience, food security, and income in both contexts. Labour-intensive and diversification strategies have generally positive but heterogeneous impacts across the two production systems, likely governed by contextual differences. Results also highlight the complementarity of adaptive practices in improving household welfare in both contexts. The findings suggest that alleviating the barriers to adoption of climate-adaptive practices and promoting adaptation in several dimensions of rural livelihoods simultaneously can enhance resilience to climate shocks and reduce poverty.

To fully benefit from new agricultural technologies like improved seed varieties, significant investment in complementary inputs such as fertilizers and pesticides, and practices such as systematic planting, irrigation, and weeding are also required. Farmers may fail to recognize the importance of these complements, leading to unsatisfactory crop yields and outputs and, eventually, dis-adoption of the variety. We provide a simple model of biased expectations, complementary input use and technology adoption and test its predictions using a field experiment among smallholder maize farmers in eastern Uganda. We find that pointing out the importance of complementary investments using a short, engaging video effectively deters some farmers from using commercial improved varieties. Consistent with the theoretical model, we find some evidence that this behavior change emanates from increased knowledge and expectations that are more in line with realized outcomes.

This open access book seeks effective strategy to realize a rice Green Revolution in sub-Saharan Africa based on more than ten years of research team’s inquiries into determinants and consequences of new technology adoption in rice farming in seven countries in this region. Rigorous statistical analyses are carried out by using valuable household data of rice farmers. The book is actually sequel to the two earlier books on the same subject published by Springer and edited by K. Otsuka and D.F. Larson, An African Green Revolution published in 2013 and In Pursuit of an African Green Revolution in 2016. The main message of the first book was that rice is the most promising cereal crop in SSA because of the high transferability of Asian rice technology, whereas that of the second book was that rice cultivation training programs are effective in significantly increasing rice yield in SSA. This third book has wider coverage in terms of topics, study periods, and study sites. It continues to show the significant impacts of rice cultivation training on productivity and newly demonstrates the high sustainability of the productivity impact of the training and the existence of spillover effects from trainees to other farmers by using panel data. We newly assess the important role of mechanization in intensification of rice farming, high returns to large-scale irrigation schemes, and the critical role of rice millers in improving the quality of milled rice. Based on these studies, this book provides clear pathways toward full-fledged Green Revolution in rice farming in sub-Saharan Africa.
