This volume examines the explanatory nesting approach in the analysis of international relations and its continuing relevance in the 21st century. International relations theory urgently needs strategies for coping with the growing complexity of the international system following the collapse of the US-Soviet bipolar stalemate, the multiple challenges to US unipolar hegemony, and the rise of powerful non-Western actors. Over the course of this book, leading scholars of international relations and diplomatic history return to an approach to explanation pioneered in the writings of the late Robert Jervis. The approach calls for nesting multiple layers of explanation--systemic, strategic, and perceptual--in an integrated causal account that is simultaneously parsimonious and nuanced. Highlighting the logic of strategic interactions under uncertainty, it also integrates the effects of psychological biases and the unintended consequences of acting in complex systems to provide explanations that are at once theoretically rigorous and rich in empirical detail. The two essays in this classic work by sociologist Erving Goffman deal with the calculative, gamelike aspects of human interaction. Goffman examines the strategy of words and deeds; he uses the term "strategic interaction" to describe gamelike events in which an individual's situation is fully dependent on the move of one's opponent and in which both players know this and have the wit to use this awareness for advantage. Goffman aims to show that strategic interaction can be isolated analytically from the general study of communication and face-to-face interaction. The first essay addresses expression games, in which a participant spars to discover the value of information given openly or unwittingly by another. The author uses vivid examples from espionage literature and high-level political intrigue to show how people mislead one another in the information game. Both observer and observed create evidence that is false and uncover evidence that is real. In "Strategic Interaction," the book's second essay, action is the central concern, and expression games are secondary. Goffman makes clear that often, when it seems that an opponent sets off a course of action through verbal communication, he really has a finger on your trigger, your chips on the table, or your check in his bank. Communication may reinforce conduct, but in the end, action speaks louder. Those who gamble with their wits, and those who study those who do, will find this analysis important and stimulating.

This book studies the variety of organizational strategies selected to cope with critical uncertainties during crises. This research formulates and applies an institutional sense-making model to explain the selection of strategies for coping with uncertainties during crises to answer the question why some organizations select a rule-based strategy to cope with uncertainties, whereas others pursue a more ad hoc-based strategy. It finds that the level of institutionalization does not affect strategy selection in the initial phase of responding to crises; that three rigidity effects can be identified in the selection of sense-making strategies once organizations have faced the failure of their selected strategies; that discontinuities in the feedback loop of sense-making do not necessarily move organizations to switch their sense-making strategies, but interact with institutionalization to contribute to switching sense-making strategies.
