The turbulent mixing layer between two streams of different velocities continues to play a central role in research aimed at improved understanding of turbulent shear flows in general. At present, not all researchers are in agreement as to what various experiments imply about the structure of mixing layers at high Reynolds number. The views which are held differ on the question as to how and to what extent three dimensionality develops in these flows and whether the characteristic spanwise organized large vortex structures (rollers) continue to be a dominant feature. The traditional view, as extended to the contemporary scene, is that ultimately (i.e., sufficiently far downstream or at sufficiently high Reynolds number) the flow will be completely disorganized. The view put forward by 'eddy chasers' is that such vortex structures are primary elements, characteristic of the underlying mean vorticity field, which is particularly simple for the mixing layer, and that, as long as the velocity difference is maintained, there is a mechanism to regenerate these primary structures by what, for convenience, may be called a Kelvin-Helmholtz instability. The heart of the controversy then is whether, or to what extent, secondary and higher instabilities will ultimately break down, completely disorganize or prevent formation of organized primary structures. In a plane mixing layer, the primary structures would, ideally, be two dimensional, containing the basic single component of vorticity while secondary and higher modes of instability would introduce three dimensionality and the other two components of vorticity into the flow. There seems to be at least two different phenomena connected with the three-dimensional breakdown of the plane mixing layer. First, at least in some cases, there is a macroscopic instability of the large structure which produces a spanwise system of longitudinal jets whose amplitude builds up very quickly and then remains approximately constant while their separation adjust itself to a value that is somewhat higher that the vorticity thickness of the layer. This phenomenon may be due to a collective instability of the vortex cores of the same type as the one found in vortex rings. The second phenomenon is the development of a 3-D inertial subrange in the spectrum of the small scales of the velocity fluctuations. In the only case in which we have documented both phenomena the second one does not develop fully until the macroscopic instability has not been growing for some time and has actually arrived to what seems to be its final configuration. Moreover there is some indication that there are two qualitatively different ways for the establishment of the 3-D inertial ranges, exemplified here by the water and air experiments. In the first one the transition is abrupt and there is an initial part in which the inertial range has a slope characteristic of the 2-D entrophy cascade. In the second one the transition is more gradual and there is no evidence of a 2-D regime. It is not clear at present which is the condition responsible for the differences between the two cases. The work presented in this report should be seen as a preliminary exploration of the effects connected with the 3-D transition. Much more research is needed in all cases.

The aim of this Advanced Research Workshop was to bring together Physicists, Applied Mathematicians and Fluid Dynamicists, including very specially experimentalists, to review the available knowledge on the global structural aspects of turbulent flows, with an especial emphasis on open systems, and to try to reach a consensus on their possible relationship to recent advances in the understanding of the behaviour of low dimensional dynamical systems and amplitude equations. A lot has been learned during recent years on the non-equilibrium behaviour of low dimen sional dynamical systems, including some fluid flows (Rayleigh-Benard, Taylor-Couette, etc. ). These are mostly closed flows and many of the global structural features of the low dimensional systems have been observed in them, including chaotic behaviour, period doubling, intermit tency, etc. . It has also been shown that some of these flows are intrinsically low dimensional, which accounts for much of the observed similarities. Open flows seem to be different, and experimental observations point to an intrinsic high dimensionality. However, some of the tran sitional features of the low dimensional systems have been observed in them, specially in the intermittent behaviour of subcritical flows (pipes, channels, boundary layers with suction, etc. ), and in the large scale geometry of coherent structures of free shear flows (mixing layers, jets and wakes).

The present volume entitled "Perspectives in Turbulence Stud ies" is dedicated to Dr. Ing. E. h. Julius C. Rotta in honour of his 75th birthday. J. C. Rotta, born on January 1, 1912, started his outstanding career in an unusual way, namely in a drawing office (1928 - 1931). At the same time he - as a purely self taught perso- took a correspondence course in airplane construction. From 1934 to 1945 he worked in the aircraft industry on different subjects in the fields of flight mechanics, structures, air craft design, and aerodynamics. In 1945 he moved to Gottingen and worked from that time at the Aerodynamische Versuchsanstalt (AVA, now DFVLR) and the Max-Planck-Institut fur Stromungsforschung (1947-1958), interrupted only by a stay in the U. S. at the Glenn L. Martin Company (1954 - 1955) and a visiting professorship at the Laval University in Quebec, Canada (1956). Already during his activities in industry, Dr. Rotta discovered his special liking for aerodynamics. In Gottingen, he was attracted by Ludwig Prandtl's discussions about problems associated with turbulence and in particular his new contribution to fully developed turbulence, published in 1945. At that time, W. Heisenberg and C. F. v. Weizacker pub lished their results on the energy spectra of isotropic turbu lence at large wave numbers. Since that time his main research interest in reasearch has been in turbulence problems.
