This innovative, interdisciplinary introduction to East Asian politics uses a thematic approach to describe the political development of China, Japan, and Koreas since the mid-nineteenth century and analyze the social, cultural, political, and economic features of each country. Unlike standard comparative politics texts which often lack a unifying theme and employ Western conventions of the 'state', "Political Systems of East Asia" avoids these limitations and identifies a common thread running through the histories of China, Korea, and Japan. This common thread is Confucianism, which has shaped East Asian perspectives of the universe and how it operates. The text describes and explains the ways in which each country has employed this shared tradition, and how it has affected the country's internal dynamics, responses to the outside world, and its own political development.

In a timely, even prophetic, portrait of Asia's rise and the magnitude of its challenge to the West, Fallows demolishes the myth that Japan is a capitalist country built on the Western model. He demonstrates instead how Japan's economic system treats business as an instrument of national interest while casting aside the traditional Western values of individual enterprise and human rights.

Some fledging democracies in the world have encountered setbacks due to political parties trying to grapple with the expectations of sophisticated electorates and introducing gradual political reforms over the years. This book describes how democracy is evolving in East Asia and how it assumes different forms in different countries, with political parties adapting and evolving alongside. It has a two-fold intent. First, it contends that the existing variety of party systems in East Asia will endure and may even flourish, rather than converge as liberal democracies. Second, it highlights the seeming political durability of one party systems ? unlike two-part or multi-party systems in the US and Europe ? and their enduring predominance in countries such as Cambodia, China, Singapore and Vietnam.

It investigates the political institutions, actors and processes in eleven states, covering democracies as well as autocratic regimes. Each country study includes an analysis of the current system of governance, the party and electoral system, and an assessment of the state, its legal system and administrative bodies. This collection explores democratic transitions in East Asia, arguing against the standard wisdom that European or Christian value systems and socioeconomic forces are essential for democracy to succeed. Instead the contributors convincingly illustrate that political institutions, which can be built anywhere by skilled coalitions, have the most profound and lasting influence on a stable democratic system. Indeed the East Asian experience reveals truths about Western democratization that are obscured by popular Western mythologies. This partnership of U.S. and Asian scholars has given us the first systematic effort to bring East Asia into the democratization debate in a way that compels one to rethink "the politics of democratization" everywhere. The book therefore is a crucial contribution for all those interested in the broader issues of transition.

This is the first undergraduate text on the politics of East Asia to be published since 1970. Looking at both domestic and international politics, the authors discuss the political systems of China, Japan, and Korea within the context of environmental factors, culture, society, the economy, geography, language, historical and political traditions, etc. The People’s Republic of China is presented as a country with strong traditions, committed to rapid development under frequently changing ideological auspices. Its two governmental apparatuses—the party and the bureaucracy—sometimes act in unison, sometimes are locked in fierce struggles, and often are motivated by differing ideologies and administrative dynamics. Japan is seen as a mature society and a developed economy with functioning democratic institutions and a strong party system, but, like the PRC, subject to powerful traditions and influenced by radical ideologies. Both North and South Korea are discussed, with a comparison and contrast of the authoritarian-democratic system in the South, where a basically democratic parliament finds itself in conflict with a quasi-dictatorial regime and an all-powerful president. The book is completely up to date. The section on China takes into account the major developments of the post-Mao period, including the accession of Hua Kuo-feng and the struggle against the Shanghai faction. The discussion of Japanese politics covers the 1976 elections, and the creation of the Shin Jiyu club in the developing thrust away from factional politics to an issue-oriented electorate.

This book offers an interpretive and critical comparative politics analysis of the post-1945 development trajectory of the broad East Asian region and its component countries. The discussion considers the region and its countries in terms of their historical legacies (colonialism, war and the preoccupation with development) and argues that each country has constructed their own way of ordering political life, each created its own political logic. Arguing that it is an error to judge these countries’ performance against the model of Europe or America, Preston discusses the era of expansionist colonialism, the episode of breakdown in highly destructive regional warfare in the early twentieth century and the subsequent diverse records of China (with its party-state turned towards a nominal state-socialism), Hong Kong (confronting the problems of living with distant masters), Singapore (with its elite directed national building) and Thailand (mired in elite-resistance to popular political reform).

The search for good governance has become an increasingly important element of public policy and public management and is high on the political agenda of East Asian countries. The need for robust governance structures and institutions was brought into sharp focus by the Asian Financial Crisis which adversely affected most East Asian societies. Since then they have begun to look for ways to restructure their public administration and political systems in order to develop new mechanisms and structures to promote good governance. This book focuses on how selected Asian states have responded to the growing impact of "liberalizing and marketizing trends" in public policy formulation and public management. To what extent is the "state-guided" regime in Asia still relevant to governing public policy / public management? What are the policy implications for a growing number of Asian states which are pursuing more pro-competition policy instruments? The book is a timely and important collection that offers critical analysis of the search for new governance in Asia and compares and contrasts experiences in selected Asian societies such as China, Japan, Hong Kong, Taiwan, South Korea, Singapore, and other parts of South East Asia. Chapters are written by leading scholars in the fields of comparative development, policy and governance studies from Hong Kong, Macau, Taiwan, China, Singapore, Japan and the United Kingdom.
