This dissertation is an ethnographic inquiry into the qualities of and conditions for legitimate political participation in American public policy debates, specifically those surrounding the creation and implementation of educational policy for the deaf. I take as my immediate subject a 2008 South Dakota Task Force on Deaf Education, which I argue served as a catalyst for political differentiation between the administrators overseeing the school, on the one hand, and the parents of deaf students and members of the adult Deaf community, on the other. That is, participants made their experiences during the Task Force meaningful through an identification and generalization of difference. Participants treated such differentiation as necessary to their understanding of the social and political negotiations of these and related debates, frequently working hard to police group boundaries even in the face of fluid, flexible, and contextual labels that were difficult to apply consistently across encounters.
