At a time when the development community is grappling with the challenge of raising the required investment—estimated in the trillions of dollars—for attainment of the Sustainable Development Goals (SDGs), countries’ mobilization of their own fiscal revenues is receiving increasing attention. This edited volume discusses the political and institutional contexts that enable poor countries to mobilize domestic resources for global commitments and national development priorities. It examines the processes and mechanisms that connect the politics of resource mobilization and demands for social provision; changes in state-citizen, state-business and donor-recipient relations associated with resource mobilization and allocation; and governance reforms that can lead to improved and sustainable public revenues and services. This paper examines evolving models and experiences of domestic resource mobilization in Zimbabwe since independence in 1980. Grounded in UNRISD's Politics of Domestic Resource Mobilization and Social Development project, the study explores key questions around the nature and dynamics of resource bargaining over revenue mobilization and allocation; the changes in relationships among key actors; and the forms and outcomes of institutional development surrounding resource bargaining processes. It adopts a historicalcomparative approach to explore the evolving balance of forces among actors and emerging institutional constraints that are seen as catalyzing the formulation of successive resource mobilization strategies and associated development outcomes. Three case studies of divergent resource mobilization innovations underscore the complexity of challenges faced by governments whose actions are shaped by uneven state capacity and policy autonomy; a weak formal sector in which established business actors wield significant power and influence; and growing contestation over legitimacy and participation by political and social actors. The Zimbabwean case underscores the critical importance of political undercurrents and contesting interests in resource bargaining and the shaping of development policy. It also highlights the uneven nature of social actors' access to and influence in bargaining processes; and of the state itself, in the wake of neoliberal austerity, state capture and intra-elite competition. At the same, the study finds, evidence from Zimbabwe points to the benefits of more transparent, inclusive and capacitated forms of revenue mobilization involving a wider array of social actors.

Social transfers, a non-contributory form of social protection, present a great potential to tackle poverty and inequality, and support inclusive socioeconomic development. Yet, they also represent a long-term financial commitment, and in environments where they are most needed, national policymakers are often reluctant to introduce them. In reaction to this situation, foreign aid actors have been allocating resources to support the expansion of social transfers in low-income countries. Progress in terms of policy uptake has been slow, and there has been concern over the ability of aid initiatives around social transfers to translate into sustainable policy changes and contribute to more inclusive development patterns. Better understanding why governments come to adopt and finance certain types of social transfers - and what role, if any, foreign aid actors play - can usefully inform the formulation of strategies towards the expansion of basic social protection in countries where the process appears to have stalled. This paper is part of the UNRISD research project on "The Politics of Domestic Resource Mobilization for Social Development". Its specific contribution is with regards to the catalytic effect of foreign aid on domestic resource mobilization for social transfers in low-income countries. The paper elaborates on a comparative analysis of the origins and features of six sizable social transfer schemes currently operating in low-income African countries. Findings suggest a catalytic effect of aid on mobilizing additional domestic resources for social transfers. But in light of these findings, the paper questions whether, at least in some cases, a narrow focus on social transfer instruments may have distracted public resources (domestic and foreign) away from deeper causes of poverty and marginalization, doing a disservice to the transformative agenda development partners claim to defend.

This paper seeks to contribute to the global debate on the political and institutional contexts that enable impoverished countries to mobilize domestic resources for social development. More specifically, the paper aims to contribute knowledge and policy analysis about how to improve understanding of the politics of domestic revenue mobilization from the mining industry and resource bargains in developing countries. The potential impact of mining on resource mobilization for social development in Nicaragua will be analysed using two entry points: Firstly, economic benefits of mining and, secondly, political and institutional aspects. The main hypothesis of this study is that current political and institutional aspects weaken the stateś ability to mobilize resources for social development from the mining industry. These political and institutional aspects refer to the distribution of power and relationships between key actors; both in terms of who participate in negotiation processes and also in the outcomes of negotiations. At the local level, this is reflected in the way mining concessions and mining permits are granted. In the case of Nicaragua, resource bargains are being negotiated with mining companies. However, at present there are no citizen groups strong enough to pressure the state to raise the level of taxes paid by mining companies or improve environmental monitoring. This is evidenced by the fact that despite the boom in commodity prices in the mining industry, the fiscal regime has remained the same since its establishment in 2001. The results of the study indicate that the mining industry in Nicaragua provides some economic benefits. However, these benefits have been overshadowed by setbacks related to social and environmental impacts; specifically, the participation of civil society in decision-making.

The 2015 United Nations resolution on Financing for Development stresses the importance of effective resource mobilization and use of domestic resources to pursue sustainable development. The first Sustainable Development Goal is to eradicate extreme poverty for all people everywhere by 2030. This paper proposes an accounting exercise to assess whether it is feasible for countries to eliminate poverty using only domestic resources, in other words, by mere redistribution. Moreover, the paper argues that the concentration of resources in the hands of fewer individuals in the society may hinder the feasibility of implementing effective fiscal policies (from the revenue side and the social spending side) to reduce poverty. The paper provides a new tool to assess the capacity of countries to eliminate poverty through redistribution, and a new tool to approximate the concentration of political influence in a country. The new methodologies are applied to the most recent surveys available for more than 120 developing countries. The findings show that countries with the same fiscal capacity to mobilize resources for poverty eradication differ widely in the political feasibility of such redistribution policies.

This paper is the first of a series of papers exploring the political and institutional contexts of resource mobilization and social spending for social development in Uganda. We provide the historical context of, and trends in, resource mobilization (domestic and external revenue) and social spending in post-independence Uganda. After years of civil war, mismanagement and general decline, Uganda turned a page in 1986 when NRM (National Resistance Movement) came to power. During the 1990s and early 2000s, Uganda was a prototypical donor-dependent country with aid constituting more than half of government revenue. During this period, the government, in partnership with donors, focused spending on targeted pro-poor development programmes, including primary education and basic health care. While priority of these social sectors has led to some improvements in social development outcomes, the quality of education and health care is still disappointing and social protection programmes remain neglected. Moreover, domestic resource mobilization has not improved considerably which points to issues of weak institutional capacity as well as the contested nature of taxation. Trends in recent years show an increasingly strained relationship between the government and its traditional donors, piecemeal and ad hoc tax reforms, promise of increasing revenue from oil, and a move in policy priorities away from human capital development to spending on infrastructure and expansion of productive sectors.

There is real promise for developing economies in the mobilization of their own domestic resources. For example, in 2010, tax revenue on the Africa continent was eight times larger than the foreign assistance received. And as aid levels from wealthy nations continue to be uncertain, countries have an impetus to finance their own development in order to deliver responsible, transparent public services—all of which require a strong tax base from the formal sector. The Global Partnership for Effective Development Co-operation, launched in 2011 at Busan, relies heavily on this principle of domestic resource mobilization as a means of country ownership. How we leverage the expertise of donor governments in partnership with local governments in implementing this agenda is key to its success.

Nicaragua has gone through profound political, economic and social transitions in recent decades. Following a turbulent history of dictatorship (Somoza 1936-1979), the Sandinista revolution (1979-1989) and neoliberal adjustment (1990-2006), it remains one of the poorest countries in Latin America, second only to Haiti. Periods of high social tension and violence were followed by relative peace and democratic transitions. Social conflicts and contradictions, however, have continued to emerge. These dynamics have circumscribed strategies for mobilizing financial resources for development. In 2007, the Sandinistas (Frente Sandinista de Liberación Nacional - FSLN) returned to power continuing the economic liberalization policies of former neoliberal governments, directly contradicting the policy stance the FSLN had pursued in the 1980s. While president Ortega achieved some successes regarding the economy as a result of the implementation of several social and economic empowerment and food security programmes, major challenges remain, particularly in areas like civil society participation, institutional building, human rights, and democratization. This paper shows that when strong state-society relations are fostered; effective bargaining and inclusive participation of civil society in social policy making and spending occurs; the state secures mechanisms to prevent elite capture of resources; civil society successfully mobilizes and negotiates with the state regarding the distribution of revenues from extractive industries; and democratization and institution building processes are strengthened, social policy spending tends to increase and expand. In Nicaragua, distinct political periods are associated with different strategies and outcomes regarding both social spending and mobilization of fiscal revenues. The extent to which these strategies have positively impacted social development show important links with the quality of state-society relations.
