What can the politics of discourse tell us about the discourse of politics? How are flexibility and lifelong learning positioned within policy? Flexibility and lifelong learning have become key aspects of education policy in nation states and bodies such as the European Union and Organisation of Economic Cooperation and Development in recent years. They are positioned as necessary for the knowledge economy and social inclusion. The failure to adapt through becoming more flexible and participating in lifelong learning is held up as a failure at individual, organisational and national levels. But how has that narrative come to be constructed? In what ways is it persuasive? And what forms of political action are possible and necessary? These are the questions addressed in this text. Drawing upon the work of Michel Foucault and on the notion of rhetoric, this book forensically explores examples of the work of policy texts in the discourses of education, lifelong learning and flexibility that they construct. In so doing, it argues for the need to take policy discourse seriously and not simply dismiss it as ‘spin’. Through a detailed examination of policy texts from primarily Australia, the UK and European Union, this text provides insights into the strategies through which flexibility and lifelong learning become realized and realizable as part of the common sense of educational discourse. Rather than simply rejecting these ideas, or suggesting they are merely the window dressing for the more malign interests of the knowledge economy or globalization, it suggests a politics of the wedge and possibilities for the insertion of different meanings. Central to the claims of this text are that we need to engage closely with the discursive and rhetorical strategies of policy, in order that we understand both how it is constructed and thus how it can be deconstructed.

Increasingly flexible labour markets and reforms of old-age pension systems are still ranking high on the political agenda of European countries. This volume investigates whether, and to what extent, the interplay between pension reforms and the spread of 'atypical' employment patterns and fragmented careers has a negative influence uponeconomic security in old age. The volume, therefore, analyzes the flexibility-security nexus by focusing on the post-retirement phase, thus extending the conventional narrow concept of 'flexicurity'. This paper investigates flexibility strategies of automobile producers in nine assembly subsidiaries in three Central and Eastern Europe Countries (CEECs). The organization of employment flexibility is an important concern for car makers, as well as for their employees. In CEECs, employment flexibility has become the major employment relations question, and is an area of conflict with unions. Analyzing the processes through which incoming MNCs established their labour flexibility strategies also demonstrates how they coped with the established legal and employment relations environments in the region. This analysis draws on a comparative case study approach, based on information obtained from published sources and semi-structured interviews with management and trade unions, to analyse these processes in nine automobile assembly subsidiaries in the Czech Republic, Slovakia, and Hungary. The argument here is that the flexibility strategies were shaped by parent-company flexibility practices, the flexibility needs of individual affiliates, and the relative strength of labour in negotiating the implementation of these practices in the affiliates. Given the relatively weak industrial relations institutions in the region, the relative strength of labour is conditioned primarily by market factors and parent-company contexts. The findings thus highlight the importance of political resources and agency of actors in the MNCs in shaping the employment policies.

Flexicurity is a European labour market policy adopted in 2007 within the European Employment Strategy. This policy aims at combining the ongoing flexibilisation of employment relations with the traditions of the European welfare state. This book examines and summarises thirty empirical studies in flexicurity written by the author in 2004 and 2010. The book provides empirical evidence of increasing labour flexibility accompanied by a decline of social security. The author also shows that the countries with higher flexibility are more affected by the crisis. This is a serious warning against improper implementation of flexicurity and its one-sided use in favour of employers.
