Since the 2001 overthrow of the Taliban government in Afghanistan, violence against women has emerged as the single most important issue for Afghan gender politics. The Pitfalls of Protection, based on research conducted in Afghanistan between 2009 and 2015, locates the struggles over gender violence in local and global power configurations. The author finds that aid flows and geopolitics have served as both opportunities and obstacles to feminist politics in Afghanistan. Showing why Afghan activists often chose to use the leverage of Western powers instead of entering into either protracted negotiations with powerful national actors or broad political mobilization, the book examines both the achievements and the limits of this strategy.

This book employs the concept of human security to show what the term means from the perspective of women in Afghanistan. It engages with a well-established debate in academic and policy-making contexts regarding the utility of human security as a framework for understanding and redressing conflict. The book argues that this concept allows the possibility of articulating the substantive experiences of violence and marginalisation experienced by people in local settings as well as their own struggles towards a secure and happy life. In this regard, it goes a long way to making sense of the complex dynamics of conflict which have confounded Western policy-makers in their ongoing state-building mission in Afghanistan. However, despite this inherent potential, the idea of human security still needs refinement. Crucially, it has benefitted from critical feminist and critical social theories which provide the conceptual and methodological depth necessary to apprehend what a progressive ethical program of security looks like and how it can be furthered. Using this framework, the work provides a critical reconstruction of the effect of the US-led Western Intervention on women’s experiences of (in)security in the three provincial contexts of Nangarhar, Bamiyan and Kabul. This reconstruction is drawn from a wealth of historical and contemporary sociological research alongside original fieldwork undertaken in Delhi, India, during 2011 with women and men from the country’s different communities. This book will be of much interest to students of human security, state-building, gender politics, war and conflict studies and IR in general.

Offering one of the first long-term on-the-ground studies since the arrival of allied forces in 2001, Julie Billaud introduces readers to daily life in Afghanistan through portraits of women targeted by international aid policies. Examining encounters between international experts in gender and transitional justice, Afghan civil servants and NGO staff, and women unaffiliated with these organizations, Billaud unpacks some of the paradoxes that arise from competing understandings of democracy and rights practices. Afghan women have faced an exhaustive struggle in the battle to change their status and improve their situation. Emadi takes a long look at the role of development and modernization policies implemented by the state in the pre- and post-Soviet eras, under the Taliban, and beyond. He finds that such policies have failed to bring about much- needed change and improvement for women. Modernization strategies benefited only a small segment of urban women and left the plight of rural women unchanged. Although a small segment of middle- and upper-class women organized themselves and fought to bring about changes in their status and to end gender inequality, their efforts alone did not meet with much success. Islamic orthodoxy and orthopraxy in the Taliban era restricted women's freedom of movement, access to education, and medical care. Using personal accounts not readily available to researchers or scholars, Emadi explores the diverse factors that contributed to women's oppression both at home and in society. This study provides a detailed analysis of state policies toward women's emancipation within the context of a traditional Islamic society. It chronicles the course of the women's movement and women's organizations still active in the political arena and puts forth an alternative plan to involve women in the reconstruction process in both urban and rural areas.
