Across the world, welfare states are under challenge—or were never developed extensively in the first place—while non-state actors increasingly provide public goods and basic welfare. In many parts of the Middle East and South Asia, sectarian organizations and political parties supply basic services to ordinary people more extensively and effectively than governments. In sub-Saharan Africa, families struggle to pay hospital fees, and nongovernmental organizations (NGOs) launch welfare programs as states cut subsidies and social programs. Likewise, in parts of Latin America, international and domestic NGOs and, increasingly, private firms are key suppliers of social welfare in both urban and rural communities. Even in the United States, where the welfare state is far more developed, secular NGOs and faith-based organizations are critical components of social safety nets. Despite official entitlements to public welfare, citizens in Russia face increasing out-of-pocket expenses as they are effectively compelled to seek social services through the private market In The Politics of Non-State Social Welfare, a multidisciplinary group of contributors use survey data analysis, spatial analysis, in-depth interviews, and ethnographic and archival research to explore the fundamental transformation of the relationship between states and citizens. The book highlights the political consequences of the non-state provision of social welfare, including the ramifications for equitable and sustainable access to social services, accountability for citizens, and state capacity. The authors do not assume that non-state providers will surpass the performance of weak, inefficient, or sometimes corrupt states but instead offer a systematic analysis of a wide spectrum of non-state actors in a variety of contexts around the world, including sectarian political parties, faith-based organizations, community-based organizations, family networks, informal brokers, and private firms.

Throughout the Global South, diverse non-state actors have historically played critical roles in enabling populations to meet their basic needs, whether by providing or mediating access to social benefits and programs. To date, little research explores non-state social welfare, particularly in the Global South, and existing studies tend to focus on technical and administrative concerns while neglecting the potential political ramifications. This introductory essay aims to conceptualize and theorize the politics of non-state social welfare. We highlight three dimensions of the political consequences of non-state social welfare, including the implications for state capacity, equity of access to social welfare, and experiences of citizenship. Based on this framework as well as the findings of the empirical contributions to the special issue, the essay concludes that non-state provision may pose more political challenges than proponents recognize, but its effects are ultimately contingent on the types of relationships between state and non-state providers.

For millions of Africans, the social situation is dire. Over half of the population of Sub-Sahara Africa do not have access to improved sanitation facilities, and about a quarter are undernourished. If factors such as armed conflicts in the region, the impact of climate change, or the widespread presence of a broad range of infectious agents are considered, it shows a large number of Africans living in very fragile circumstances, highly vulnerable to any kind of shock or rapid change. Small, informal community groups deliver the majority of social protection services in Africa, but most of these are disqualified from official recognition, support or integration with state systems because they do not "fit" the modern management model of accountability. The studies in this book challenge that verdict. This book outlines insightful and valuable research generated by teams of established scholars. It is divided into nine studies exploring the governance of non-state actors in Ethiopia, Ghana, Kenya, Senegal, Tanzania and Uganda. It examines the numerous self-help groups and their effectiveness, and argues that if the modern management model is right – why do so many Africans avoid interacting with it? The book provides a warning against undermining what is possibly the single greatest social protection resource throughout Africa in the name of "reform", and suggests that the modern welfare establishment needs to adapt to (and learn from) self-help groups - not the other way around. Why are so many American social programs delegated to private actors? And what are the consequences for efficiency, accountability, and the well-being of beneficiaries? The Delegated Welfare State examines the development of the American welfare state through the lens of delegation: how policymakers have avoided direct governmental provision of benefits and services, turning to non-state actors for the governance of social programs. Utilizing case studies of Medicare and the 2009-10 health care reform, Morgan and Campbell argue that the prevalence of delegated governance reflects the powerful role of interest groups in American politics, the dominance of Congress in social policymaking, and deep contradictions in American public opinion. Americans want both social programs and small government, leaving policy makers in a bind. Contracting out public programs to non-state actors masks the role of the state and enlists private allies who push for passage. Although delegated governance has been politically expedient, enabling the growth of government programs in an anti-government political climate, it raises questions about fraud, abuse, administrative effectiveness, and accountability. In probing both the causes and consequences of delegated governance, The Delegated Welfare State offers a novel interpretation of both American social welfare politics and the nature of the American state.

Outsourcing the Polity offers a new account of social outsourcing in post-independence Myanmar, demonstrating how the bankrupt post-socialist junta mediated market reform in the 1990s and 2000s and forced private and non-state actors to take the burden for social welfare. Informed by research during Myanmar's decade of partial civilian rule (2011–2021), Gerard McCarthy examines how ideals and practices of non-state welfare can both sustain democratic resistance and undermine social reform over time. Rather than expand government-led social action funded by direct taxation, grassroots activists and democratic leaders after 2011 variously framed government social action as ineffective, undesirable, and even corrosive of civic norms. They instead encouraged citizens to be "self-reliant" and support each other, including during disasters. Powerful tycoons filled the social gap, using public philanthropy to remake their reputations and to defend their ongoing expropriation of land and state assets from potential democratic redistribution. With non-state social actors more important than ever following Myanmar's return to dictatorship in 2021, Outsourcing the Polity casts new light on the lasting legacies of outsourcing for distributive politics.

In Lebanon, religious parties such as Hezbollah play a critical role in providing health care, food, poverty relief, and other social welfare services alongside or in the absence of government efforts. Some parties distribute goods and services broadly, even to members of other parties or other faiths, while others allocate services more narrowly to their own base. In Compassionate Communalism, Melani Cammett analyzes the political logics of sectarianism through the lens of social welfare. On the basis of years of research into the varying welfare distribution strategies of Christian, Shia Muslim, and Sunni Muslim political parties in Lebanon, Cammett shows how and why sectarian groups deploy welfare benefits for such varied goals as attracting marginal voters, solidifying intraconfessional support, mobilizing mass support, and supporting militia fighters. Cammett then extends her arguments with novel evidence from the Sadrist movement in post-Saddam Iraq and the Bharatiya Janata Party in contemporary India, other places where religious and ethnic organizations provide welfare as part of their efforts to build political support. Nonstate welfare performs a critical function in the absence of capable state institutions, Cammett finds, but it comes at a price: creating or deepening social divisions, sustaining rival visions of the polity, or introducing new levels of social inequality. Compassionate Communalism is informed by Cammett’s use of many methods of data collection and analysis, including Geographic Information Systems (GIS) analysis of the location of hospitals and of religious communities; a large national survey of Lebanese citizens regarding access to social welfare; standardized open-ended interviews with representatives from political parties, religious charities, NGOs, and government ministries, as well as local academics and journalists; large-scale proxy interviewing of welfare beneficiaries conducted by trained Lebanese graduate students matched with coreligionist respondents; archival research; and field visits to schools, hospitals, clinics, and other social assistance programs as well as political party offices throughout the country.

What happens to citizens' attitudes towards their governments when non-state actors play a prominent role in insuring citizens against the social risks that were once seen as central concerns of the welfare state? When private firms, religious groups, or NGOs provide social goods, governments may be robbed of opportunities to generate public trust. Alternatively, satisfied consumers of private services may come to trust the state more. Using individual-level data from the 2008 European Social Survey and country-level health care financing data we analyze the effects of private financing of health care on political trust in 25 European countries. Net of known predictors of trust at the individual and country level, we find that trust in government is significantly lower among at-risk individuals living in countries where the health system is financed to a greater degree by private sources. This negative relationship between private financing and trust in government is the outcome of a multi-step process in which low-income individuals report greater perceived risk of having unmet health care needs and, in turn, express less satisfaction with the heath care system, particularly in more privatized systems.
